About the Role
The Assistant Manager – QS & Billing (MEP) is responsible for managing all aspects of MEP billing, cost estimation, and quantity surveying. The role works closely with project managers, engineers, contractors and other stakeholders to ensure accurate billing, cost control and adherence to project budgets. Key duties include developing and implementing quantity surveying procedures, managing contract valuations, reviewing site‑measured work, and verifying bills against drawings, BOQ and IS codes. The role also monitors drawing revisions, prepares MIS reports, validates BOQ items, and certifies bills within stipulated timelines while supporting variation assessments and invoice recommendations. • Implement QS procedures and SOPs with contractors • Manage contract valuations based on site‑measured work • Review and verify JMRs on site • Calculate quantities from GFC drawings and technical documents • Update BOQ quantities when drawing revisions occur • Verify MEP bills against execution procedures, IS codes and client QAP • Evaluate variations and support measurement against BOQ rates • Prepare invoice payment recommendations and post‑contract cost control reports • Validate BOQ items through rate analysis • Generate reports using Excel, Word and PowerPoint • Perform AutoCAD drawing verification • Produce weekly/monthly MIS for bill certification • Certify bills in line with contract conditions, BOQ, drawings and IS codes within deadlines • Participate in review and special meetings • Build strong linkages with agencies and manage client site visits • Resolve project issues throughout the lifecycle

What You Bring
The ideal candidate holds a Bachelor’s degree in Mechanical Engineering and has proven experience as a Quantity Surveyor or Billing Engineer in the construction sector.
