About the Role

The Senior Commercial Manager – Sales, based in Abu Dhabi, leads the development of cohesive commercial offerings for major bids and proposals. The role partners with business owners, development teams, finance, and project controls to ensure profitability, competitiveness, and risk alignment. It also oversees the end‑to‑end tender process, from pricing strategy to on‑time submittal. You will drive pricing strategies, conduct price‑to‑win analyses, and lead negotiations with JV or alliance partners before contract award. The position requires reviewing contract documents for risk, collecting cost and market data, and maintaining pricing models that meet RFP specifications. Additionally, you will foster a high‑performing, collaborative environment that reflects Parsons’ values and culture. • Lead development of integrated commercial offers for major bids and proposals. • Collaborate with business owners, BD, finance, project controls, and technical teams to align profitability, competitiveness, and risk. • Create and implement pricing strategies and models, including price‑to‑win analyses. • Determine optimal bid price points and ensure pricing meets profitability targets. • Review and complete bid forms, ensuring compliance with specifications. • Conduct commercial, color, and risk reviews for proposals and post‑award phases. • Negotiate and manage JV/alliance partner agreements during pre‑contract stages. • Assess financial impacts of teaming, staffing, and procurement decisions for bids. • Evaluate contract documents to identify risk and potential cost exposure. • Collect and analyze in‑country and market cost data for bid line items. • Maintain and update cost/pricing models, narratives, and schedules per RFP requirements. • Oversee bid/quotation requests from service providers and integrate pricing into proposals. • Foster an innovative, collaborative, high‑performing work environment aligned with Parsons values. • Provide people‑management leadership, motivate teams, and act as a Parsons ambassador internally and externally. • Apply digitally enabled approaches to competitive tender pricing.

What You Bring

Candidates must hold a Bachelor’s degree in Engineering or a related field and bring at least 15 years of experience in estimating and competitive pricing, preferably within the Middle East. Proven ability to perform standard engineering‑construction pricing, strong written and verbal communication, and familiarity with digitally enabled pricing approaches are essential. Inclusive and transparent leadership skills are also required. • Hold a Bachelor’s degree in Engineering or related discipline. • Possess 15+ years of estimating and competitive pricing experience, with Middle East exposure. • Demonstrate expertise in engineering‑construction pricing for consulting and engineering services. • Exhibit exceptional written and verbal communication and presentation skills.
