About the Role

The role serves as Site Engineer and technical lead, supporting the Project Construction Manager and acting as site lead in their absence. Responsibilities include preparing written reports and presentations, addressing field engineering challenges, coordinating with contractors and stakeholders, developing scope, estimate and schedule impacts, reviewing pay applications, and inspecting quality control plans and submittals. • Serve as Site Engineer and technical lead, providing on‑site engineering direction. • Prepare and deliver written reports, presentations, and progress data for the project site. • Investigate and resolve field engineering and technical issues with contractors and stakeholders. • Develop scope of work, cost estimates, and schedule impacts for field changes. • Review and approve pay applications, construction techniques, quality control plans, and subcontractor submittals. • Coordinate responses to contractor RFIs and attend pre‑construction, progress, and quality meetings. • Collaborate closely with the Site Team, Project Manager, Office Engineer, and QA representatives.

What You Bring

The company is seeking experienced Project Engineers to support a major government program delivering a critical border‑security infrastructure project. Parsons will provide Owner‑Agent Construction Management services—including program management, risk management, scheduling, cost estimating, progress reporting, quality assurance, and safety—working from on‑site offices in Laredo, Carrizo Springs, Eagle Pass, and Brownsville, Texas, often in remote locations. Required qualifications include a bachelor’s degree in engineering or architecture (or a master’s degree) with at least ten (or eight) years of construction‑management experience, U.S. citizenship, a valid driver’s license, and strong written and verbal communication skills. Candidates must have experience with large horizontal infrastructure projects and familiarity with web‑based project management information systems such as USACE RMS, Procore, or similar platforms. Desired credentials include professional engineer (PE) or registered architect (RA) registration, PMP or CCM certification, prior work with large federal agencies, experience on remote construction projects, and recent training in Construction Quality Management, OSHA 30‑hour safety, or equivalent. No security clearance is required. • Hold a Bachelor’s (or Master’s) degree in Engineering or Architecture with 8‑10 years of relevant experience. • Maintain U.S. citizenship, pass federal background checks, and possess a valid driver’s license. • Demonstrate proficiency with web‑based project management systems (e.g., Procore, USACE RMS). • Preferred: PE/RA registration, PMP or CCM certification, and recent CQM or OSHA 30‑hour training.
