About the Role
The Senior Cost Manager / Quantity Surveyor will serve as the primary client interface for a large‑scale, mission‑critical data centre programme, delivering a value‑added cost‑management service that ensures on‑time, on‑budget delivery with strong governance and commercial rigor. • Develop and maintain detailed cost plans and estimates throughout design and delivery phases. • Produce and present monthly cost reports, executive summaries and funding data to stakeholders. • Coordinate cost information from design teams, contractors, subcontractors and vendors for validation and auditing. • Compile built cost records to support benchmarking and continuous improvement. • Lead procurement strategy, review contractor pricing, validate scope and negotiate commercial terms. • Manage final accounts and ensure timely agreement of contracts. • Own change control by reviewing, estimating, negotiating and reconciling change orders and post‑contract variances. • Conduct cost risk analysis, scenario planning, contingency management and commitment tracking. • Implement robust cost control systems, including Earned Value Management where applicable. • Integrate cost data with schedule and scope, working closely with project controls and scheduling teams. • Drive engineering priorities based on cost impact and lead value‑engineering and cost‑optimization initiatives. • Monitor market trends such as escalation, labour availability and material pricing to provide timely insights. • Serve as primary client interface to ensure objectives are met and service excellence delivered. • Prepare and present executive‑level updates, comment on contractor submissions and update cost estimates. • Ensure compliance with internal Business Management Systems and company delivery methodologies. • Mentor and coach junior team members, fostering a high‑performance, collaborative culture. • Track financial performance including margin, monthly fee and resource forecasts across commissions. • Perform SOX control responsibilities as required.

What You Bring
The successful candidate thrives in a client‑facing environment, communicates clearly, works independently and collaboratively, and will lead and embed Turner & Townsend’s purpose, values and vision throughout the project team. The role is based in the Real Estate department and may require on‑site presence that can change according to client needs. • Bachelor’s degree in Construction Management, Quantity Surveying, Engineering or a related field. • 5–7+ years of cost management or project controls experience in mission‑critical environments such as data centres or high‑tech projects. • Prior construction consultancy experience preferred. • Strong knowledge of MEP systems, resilience requirements and campus‑scale infrastructure for hyperscale data centres. • Expertise in budgeting, financial reporting, cost control systems and Earned Value Management. • Skilled in procurement strategies and commercial management of contractor or vendor contracts. • RICS accreditation or progress toward certification is advantageous. • Excellent communication, negotiation and stakeholder‑management abilities. • Strong analytical and problem‑solving skills with high attention to detail. • Proficiency with industry‑standard cost management tools and software.
