About the Role

The PLAA Senior Specialist will establish and nurture relationships with governmental authorities and stakeholders, review project documents to determine permit requirements, and coordinate meetings with city officials and external partners. Responsibilities also include preparing, submitting, and tracking all PLAA applications, maintaining the PLAA Tracker, uploading records to required registries, and aligning the PLAA/Lands team with cross‑functional groups to ensure seamless project delivery. • Build and maintain relationships with governmental authorities and stakeholders via the Contracting Authority Representative. • Review project documents to identify permit and approval requirements. • Schedule, arrange, and coordinate meetings with city and external stakeholders. • Prepare, submit, and track all required PLAA applications; maintain the PLAA Tracker. • Upload PLAA plans and records to government and contracting registries. • Identify potential PLAA issues, define mitigation measures, and report to the PLAA Manager. • Coordinate PLAA/Lands team objectives with cross‑functional groups (design, consultants, construction). • Monitor and track Lands, Property, and Access documents for the entire project. • Submit Permit to Enter requests for private land access.

What You Bring

• Experience obtaining complex permits such as SDAs, SPAs, zoning amendments, environmental reviews, water works, and tree removals. • Knowledge of permitting processes for major infrastructure and transit projects. • Understanding of property and land acquisition agreements, including easements, license agreements, and permits to enter. • Familiarity with Ontario legislation: Water Resources Act, Building Code, Planning Act, Metrolinx Act, Municipal Act, and Conservation Authorities. • Bachelor’s degree in engineering, architecture, urban planning, environmental science, or related field. • 3–5 years of professional experience; design/construction industry experience is a plus. • Proficiency with MS Office, Bluebeam, AutoCAD, and SharePoint. • Strong interpersonal and communication skills; ability to work independently in fast‑paced environments. • Professional designation (e.g., P.Eng, P.Geo, PMP) is an asset. • Sound judgment, problem‑solving ability, attention to detail, and skill in liaising with consultants, contractors, and authorities.
