About the Role
The QA/QC Manager will lead program‑wide processes and controls to deliver high‑quality infrastructure work across roads, utilities, tunnels, and underground facilities in the Kingdom of Saudi Arabia. This role is responsible for developing, managing, and implementing the entire Quality Management System, ensuring all project deliverables meet contractual obligations, client specifications, and the required Quality Management Plan. Projects under this manager’s oversight typically involve more than 5 million man‑hours or values exceeding US $1 billion, requiring deep familiarity with codes, standards, governmental regulations, and best practices. The manager will coordinate audits, inspections, and corrective‑action programs while supporting senior management with detailed progress reporting and KPI dashboards. • Develop, manage, and lead the Quality Management System (QMS) for large infrastructure projects, ensuring compliance with client contracts and specifications. • Create and maintain the Quality Management Plan, project procedures, guidelines, and audit schedules. • Conduct quality audits, surveillance, inspections, and testing; track non-conformances, corrective actions, preventive actions, and KPIs. • Ensure adherence to ISO 9001 (or equivalent) standards, safety, QA/QC, and document control protocols. • Prepare and present detailed progress reports, dashboards, and performance metrics to senior management and clients. • Mentor and motivate construction team members, provide career guidance, and promote best practices. • Manage staffing budgets, coordinate with functional teams, and oversee subcontractor performance. • Maintain active membership in a recognized quality organization and meet Parsons’ Project Management certification requirements. • Secure Confidential security clearance before starting the role.

What You Bring
• Hold a bachelor’s degree in Engineering or Quality discipline, ≥10 years QA/QC experience, and ISO Lead Auditor or ASQ certification. • Demonstrate strong English communication, presentation skills, and proficiency in Microsoft Office and Visio. • Possess deep knowledge of ISO QMS standards, industry codes, safety regulations, and experience with PMCM on high‑value projects.
