About the Role

The role involves preparing written reports and presentations, compiling project progress data, and acting as the primary technical lead for field engineering issues related to reinforced concrete foundations, structural steel, bollard walls, poles, towers, temporary structures, and in‑water or floodplain construction. The engineer will collaborate with contractors, design firms, Parsons staff, and subject‑matter experts to investigate challenges, develop scope of work, estimate impacts, review contractor submittals, respond to RFIs, and participate in construction meetings and quality‑control inspections. • Prepare written reports, presentations, and compile project progress data. • Lead technical and engineering efforts for reinforced concrete foundations, structural steel, bollard walls, poles, towers, temporary structures, and floodplain/in‑water construction. • Collaborate with contractors, design firms, Parsons staff, and SMEs to resolve field engineering challenges. • Develop scope of work, estimate cost and schedule impacts, and review contractor submittals and RFIs. • Participate in pre‑construction, quality‑control, progress, and other construction meetings. • Conduct technical compliance inspections and provide recommendations on construction techniques and quality‑control plans.

What You Bring

Parsons is seeking an experienced Senior Structural Engineer to serve as the Sector Construction Management Office Engineer and technical lead for construction sites, supporting the assigned Construction Manager. The position can be based in San Diego, CA; El Paso, TX; or Edinburg, TX, and will provide Owner Agent Construction Management Services such as program management, risk management, scheduling, cost estimating, progress reporting, quality assurance, and safety. Candidates must hold a Bachelor’s degree in Structural or Civil Engineering with a structural emphasis, have at least ten years of construction‑management experience, be U.S. citizens eligible for federal background checks, and possess a valid driver’s license. Strong written and verbal communication, civil technical judgment, and experience with large infrastructure projects, web‑based project‑management systems, design‑build contracts, and technical specifications are required. Preferred qualifications include PMP or CCM certification, PE registration, prior work with large federal agencies, experience on remote‑site projects, recent completion of a Construction Quality Management course, and OSHA 30‑hour safety training. The position does not require a security clearance and operates within Parsons’ Federal Solutions segment, which provides services to U.S. government customers in defense, security, intelligence, infrastructure, and environmental domains. • Hold a Bachelor’s degree in Structural or Civil Engineering with a structural emphasis. • Possess at least 10 years of construction‑management experience on large infrastructure projects. • Demonstrate strong written and verbal communication and solid civil technical judgment. • Experience with web‑based project‑management systems (e.g., Procore, USACE RMS) and design‑build contracts. • Preferred: PMP or CCM certification, PE registration, federal agency experience, recent Construction Quality Management or OSHA 30‑hour training.

Benefits
