About the Role

The PLAA Senior Specialist role is responsible for establishing and maintaining relationships with governmental authorities and stakeholders, coordinating meetings, and ensuring that all required permits and approvals are obtained, submitted, and tracked in compliance with the Project Agreement. The position supports the PLAA Manager by managing the PLAA Tracker, uploading records to required registries, identifying potential issues, and aligning the PLAA/Lands team with cross‑functional groups throughout the project lifecycle. • Establish and maintain relationships with governmental authorities and stakeholders via the Contracting Authority Representative. • Review project documents to identify permit and approval requirements. • Assist the PLAA Manager in scheduling, arranging, and coordinating meetings with city and external stakeholders. • Prepare, submit, and track all required PLAA submissions. • Maintain the PLAA Tracker for comments, responses, submissions, and resubmissions of permit applications. • Upload plans and records to registries as required by governmental and contracting authorities. • Identify potential issues affecting PLAA, define mitigation measures, and report to the PLAA Manager. • Coordinate PLAA/Lands team objectives with cross‑functional groups including design, consulting, and construction teams. • Monitor and track documents related to Lands, Property, and Access for the entire project. • Prepare and submit Permit to Enter requests for private land access.

What You Bring

• Experience with complex permits such as Sewer Discharge Approvals, Site Plan Approvals, Zoning By‑Law Amendments, Environmental Compliance Reviews, Drinking Water Works Permits, Tree Removals, and Voluntary Project Reviews. • Knowledge of permitting requirements and processes of relevant authorities. • Experience acquiring permits, licenses, and approvals for major infrastructure and transit projects. • Understanding of property and land agreements including easements, license agreements, and permits to enter. • Familiarity with property and land acquisition processes. • Knowledge of legislation and regulations such as the Ontario Water Resources Act, Ontario Building Code, Planning Act, Metrolinx Act, Municipal Act, and Conservation Authorities requirements. • Bachelor’s degree in engineering, architecture, urban planning, environmental science or a related field. • Minimum of 3–5 years of professional experience; design or construction industry experience is an asset. • Proficiency with MS Office, Bluebeam, AutoCAD, and SharePoint. • Strong interpersonal and communication skills. • Ability to work independently in fast‑paced environments. • Professional designation (e.g., P.Eng, P.Geo, RPP, PMP, OAA) is an asset. • Understanding of regulatory requirements, third‑party permits, and environmental and property approvals for large infrastructure projects. • Sound judgment, problem‑solving skills, and exceptional attention to detail. • Ability to liaise with consultants, contractors, and governmental authorities. • RRSP matching.
