About the Role

As a Procurement Officer V, you will supervise procurement professionals and act as a senior-level technical expert for long‑term, highly complex procurements. You will coach and provide constructive feedback, leading the most visible and politically sensitive procurement efforts while coordinating schedules, processes, and resources to ensure multiple interrelated projects succeed. You will plan, schedule, assign, and oversee the daily work of staff to guarantee efficient, coordinated, and timely completion of procurements without compromising quality. Full supervisory responsibilities include assigning and reviewing work, hiring staff, evaluating performance, recommending performance increases, and administering corrective discipline. You will also mentor, coach, train, and support assigned staff to develop the skills needed for successful procurement delivery. You will assign and oversee staff in implementing new or revised policies, procedures, initiatives, and performance measures related to Port procurements, delegated authority, the Revised Code of Washington, and federal law. You will develop, negotiate, and manage the most complex contracts across various contract types, including schedules and phasing, and represent the Port in negotiations and discussions with multiple stakeholders and Port leadership. In collaboration with the Risk Manager, you will conduct risk analyses and develop contingency plans to address unforeseen issues that could significantly impact assigned procurements. You will contribute to the development of new or revised procurement‑related policies, procedures, initiatives, and performance measures. • Supervise procurement professionals and serve as senior technical expert for complex procurements. • Coach, mentor, and provide feedback to develop staff procurement skills. • Plan, schedule, assign, and oversee daily staff work to ensure timely, quality procurements. • Perform full supervisory duties: hiring, performance evaluation, discipline, and performance increases. • Implement new or revised procurement policies, procedures, initiatives, and performance measures in compliance with Port, state, and federal regulations. • Develop, negotiate, and manage complex contracts across various types, representing the Port in high‑level negotiations. • Conduct risk analyses and create contingency plans with the Risk Manager. • Contribute to creation and revision of procurement‑related policies and procedures. • Apply equity principles and uphold shared values in all work.

What You Bring

Applicants must have at least five years of experience in procurement, grants, or contract development, including one year of mentoring, leading, or supervising staff. Preferred candidates hold a professional certification from NIGP or UPPCC and demonstrate a commitment to equity in all work. The role requires expert knowledge of procurement and contracting, strong technical leadership, strategic planning, resource allocation, and the ability to inspire and motivate others. Effective communication, systems thinking, and analytical skills, including data visualization, are essential. • Minimum five years procurement, grants, or contract development experience, including one year supervising staff. • Preferred certification from NIGP or UPPCC. • Demonstrate expert knowledge of procurement, policy development, strategic planning, and resource allocation. • Exhibit strong communication, leadership, systems thinking, and analytical skills, including data visualization.
