About the Role
The position will be based on a large semiconductor manufacturing facility in Portland, Oregon, and will define and implement the strategic framework for cost, schedule and risk management across a multi‑phase capital project. It includes leading cross‑functional risk workshops, establishing baselines, and ensuring high‑quality delivery throughout the project lifecycle. • Set and execute strategic direction for cost, risk, and schedule management. • Approve project budgets and lead budget approval processes. • Facilitate risk workshops to identify, assess, and assign mitigation actions. • Lead cross‑functional project controls deliverables and reporting. • Motivate and guide the project controls team, setting clear goals. • Produce regular performance reports and gateway documentation. • Develop project chartering guidelines, master schedule reviews, and PEP work plans. • Manage estimating, total cost of ownership, and contingency methodologies. • Oversee change management, impact mitigation, and cost‑reduction initiatives. • Establish metrics and controls to monitor baseline performance and progress. • Implement diversity compliance monitoring and reporting protocols. • Conduct Monte Carlo analyses and maintain ongoing risk processes. • Define end‑to‑end controls from project intake through closeout, including feedback loops. • Ensure SOX control compliance where applicable.

What You Bring
The company is hiring an experienced Director of Project Controls to lead project‑control services for major client accounts and support broader business initiatives. The role requires a proven record of successful client delivery and the ability to manage high‑performing project‑control teams. • Bachelor’s degree in construction, cost management, engineering or related field (Master’s preferred). • 12+ years of project controls experience, with 2+ years leading high‑performing teams. • Proven expertise in schedule management, cost control, estimating and risk mitigation. • Experience implementing project controls systems for major capital projects. • Knowledge of multiple contract delivery methods and regulatory/compliance frameworks. • Proficiency with Primavera P6, Microsoft Project and advanced Excel for analysis. • Strong analytical, problem‑solving, and presentation communication skills. • Demonstrated leadership ability to influence and motivate multidisciplinary teams.
