About the Role

During the design phase, the engineer will conduct constructability reviews, manage design scheduling and contract time determination, coordinate franchise utilities, develop cost estimates, create specifications and bid packages (including competitive sealed proposals), design temporary traffic control, and plan construction phasing. In the bidding phase, duties include scheduling and coordinating bids, advertising projects, leading pre‑bid meetings, handling addenda distribution, tabulating bids, conducting contractor reference checks, and recommending contract awards. During construction, the role involves creating and reviewing construction schedules, conducting progress meetings, reviewing submittals, performing site inspections, reviewing pay applications, managing change orders and time impact analyses, and overseeing project closeout and documentation. • Conduct constructability reviews and develop design schedules. • Coordinate franchise utility plans and create cost estimates for construction. • Prepare specifications, bid packages, and temporary traffic control designs. • Manage bid process: schedule, advertise, lead pre‑bid meetings, handle addenda, and evaluate bids. • Review contractor schedules, conduct progress meetings, and inspect construction work. • Evaluate submittals, pay applications, change orders, and perform time‑impact analyses. • Oversee project closeout, documentation, and site travel as required.

Kimley-Horn's Loudoun, Virginia (VA) office is seeking a Project Engineer to join our team and provide construction related services for civil engineering projects during design, bidding and construction phases. The ideal candidate will have 2+ years of heavy-civil construction experience. This is not a remote position. The position requires travel to project sites as needed. Applicants must have at least two years of heavy‑civil construction experience and a bachelor’s degree in Engineering or Construction; a Civil Engineering degree is a plus. Experience with inspections, documentation, punch walks, close‑out activities, RFI and submittal responses, and client coordination is required. • Minimum 2 years heavy‑civil construction experience with a BS in Engineering or Construction. • Proficient in inspections, punch walks, RFI/submittal responses, and client coordination.
