About the Role
The Civil Construction Inspector (Highways & Roads) supports the Resident Engineer with field and office engineering tasks, including inspection of non‑structural construction, traffic‑control compliance, contract change order preparation, and enforcement of storm‑water pollution prevention plans. The role also reviews and approves traffic‑control systems per Caltrans standards, monitors labor compliance, and maintains accurate records of work and quantities. • Assist Resident Engineer with field and office engineering tasks. • Inspect non‑structural construction operations. • Verify traffic‑control system compliance with Caltrans standards. • Prepare, review, and analyze contract change orders. • Enforce the Storm Water Pollution Prevention Plan. • Review, inspect, and approve lane‑closure traffic control plans. • Operate and assess equipment used in roadway construction inspection and material testing. • Monitor labor compliance and understand subcontracting laws and policies. • Ensure compliance with DBE, DVBE, and Small Business requirements, including CUF determination. • Manage Storm Water Pollution Prevention Program and General Permit requirements. • Follow Caltrans Standard Plans, Specifications, and Construction Manual. • Assist in preparing Dispute Review Board and Dispute Resolution Advisor documents and meetings. • Support claim preparation, including files, reports, and preliminary findings. • Maintain complete, accurate, and concise records of work quantities.

What You Bring
Preferred qualifications include a Bachelor’s degree, at least two years of highway/roadway construction inspection experience, familiarity with Caltrans projects, and the ability to interpret construction schedules. Required qualifications are a high school diploma or equivalent, a minimum of three years’ experience, proficiency in Microsoft Office, strong problem‑solving and documentation skills, and the ability to work independently and collaboratively. Candidates must pass drug‑screening procedures and demonstrate a commitment to HDR’s employee‑owned culture. • Demonstrate at least one year of experience in traffic‑control inspection. • Utilize Microsoft Office, Primavera/SureTrak CPM software, Scheduler Analyzer Pro, and Microsoft Project. • Apply effective communication and supervision principles. • Obtain proper background clearance for work near rail systems.
