About the Role

The primary purpose of this role is to support Constellation’s organizations in monitoring and controlling project budgets, forecasts, and expenditures through the development and analysis of project checkbooks. • Prepare and maintain project checkbooks reflecting monthly and yearly budgets, forecasts, and actual expenditures. • Process approved Project Change Requests to update project budgets in the checkbook tool. • Review checkbooks monthly to identify missing data such as authorizations, milestone dates, contract numbers, and risk/opportunity information. • Conduct ad‑hoc financial analyses, focused area assessments, benchmarking studies, and develop new procedures or training sessions. • Assist project managers with forecasting, cost analysis, and identification of budget challenges, risks, and opportunities. • Analyze real‑time monthly expenditures to ensure proper cost coding and resolve fiscal discrepancies with vendors or internal teams. • Develop financial presentations and reports for PCRs, NSAC reviews, monthly project updates, and senior leadership briefings. • Coordinate post‑implementation appraisals, compile trends, and communicate lessons learned to the project management community. • Provide emergency response support and other duties as assigned by management.

What You Bring

• Minimum: Bachelor’s degree plus 5 years related experience, or Associate’s degree plus 7 years, or high school diploma/GED plus 9 years. • Demonstrated experience in financial budgeting, cost estimating, or project estimating within a related industry. • PMP certification to be obtained within 18 months of hire. • Ability to meet required access, medical, and safety qualifications. • Preferred: MBA and/or CPA or PMP certification. • Preferred: Proficiency with Asset Suite 9 and Oracle financial systems.
