About the Role

The Senior Civil Engineer will serve as the Sector Construction Management Office (SCMO) Engineer and technical lead for construction sites, supporting the assigned Construction Manager. Parsons provides owner‑agent construction management services—including program management, risk management, scheduling, cost estimating, progress reporting, quality assurance, and safety—to ensure program success. In this role, the engineer prepares written reports, presentations, and progress data, and leads field engineering activities such as earthwork, grading, embankments, subgrade preparation, access roads, drainage, and erosion control. The engineer works closely with contractors, design firms, and internal SMEs to resolve technical challenges, develop scope of work, estimates, and schedule impacts, and review construction techniques, quality plans, and contractor submittals. • Produce written reports, presentations, and compile progress data for project sites. • Lead field engineering for earthwork, grading, embankments, subgrade preparation, access roads, drainage, and erosion control. • Coordinate with contractors, design firms, and internal SMEs to resolve technical challenges on construction sites. • Develop scope of work, cost estimates, and schedule impacts for field changes. • Review and comment on construction techniques, quality control plans, and contractor submittals; provide approvals or corrective actions. • Prepare responses to contractor RFIs and participate in pre‑construction, quality control, and progress meetings.

What You Bring

Required qualifications include a bachelor’s degree in civil engineering, at least ten years of construction management experience, U.S. citizenship with the ability to pass federal background checks, and a valid driver’s license. Candidates must demonstrate strong written and verbal communication, civil‑technical judgment on large horizontal infrastructure projects, and experience with web‑based project management information systems and design‑build contracts. Preferred credentials are PMP or CCM certification, professional PE registration, and prior experience with large federal agencies or remote‑site projects. Additional desired qualifications include recent completion of a Construction Quality Management course and OSHA 30‑hour safety training. • Hold a Bachelor’s degree in Civil Engineering and at least 10 years of construction management experience. • Possess US citizenship, pass federal background checks, and maintain a valid driver’s license. • Demonstrate strong written and verbal communication and expertise in large horizontal infrastructure projects. • Experience with web‑based project management tools (e.g., Procore, Kahua, USACE RMS). • Familiarity with design‑build contracts, SOW development, and technical specifications. • Preferred certifications: PMP, CCM, and professional PE registration. • Prior experience with DoD or other large federal agencies and remote‑site projects. • Completed Construction Quality Management or OSHA 30‑hour safety training within the last five years. • Position based in San Diego, CA; El Paso, TX; or Edinburg, TX with occasional travel to remote sites.
