About the Role

You will establish the project Work Breakdown Structure (WBS) in coordination with the Project Manager and develop detailed, resource‑loaded schedules at the activity level. You will create and maintain comprehensive deliverable lists for each design project, implement a deliverable‑based progress measurement model, and use Earned Value Management techniques to evaluate schedule and cost performance. Bi‑weekly updates of Earned Value Analysis dashboards will be maintained at both project and sector levels. In construction support, you will review and evaluate contractors’ schedules, monitor work progress against the approved program, and report findings to the Project Manager. Weekly or monthly progress reports will be prepared to cover construction status. What You Bring

Parsons is seeking an exceptionally talented Head of Planning to lead project controls across small to medium‑size projects. The role involves developing, managing, and executing all phases of planning, scheduling, and cost analysis, drawing on diverse project control expertise and extensive client experience. Required qualifications include a bachelor’s degree in engineering from an accredited international university and a minimum of 20 years of planning and scheduling experience, including leadership of scheduling on large‑scale projects. Candidates must possess strong knowledge of schedule development, control, analysis, and earned value management, as well as expertise in engineering, procurement, contracts, construction, and startup processes. Excellent verbal and written communication skills and experience supervising technical and non‑technical personnel are also essential. Desired skills include advanced knowledge of engineering and construction management, the ability to independently produce and present schedule products with professional judgment, and a proven track record of leading large project control departments for internationally reputed firms. Experience working internationally, particularly in the Kingdom of Saudi Arabia, and demonstrated management and personnel administration capabilities are highly valued. • Hold a bachelor’s degree in engineering and at least 20 years of planning/scheduling experience. • Expertise in schedule development, control, analysis, and earned value management. • Strong verbal and written communication skills with experience supervising technical staff. • Knowledge of engineering, procurement, contracts, construction, and start‑up processes. • International project experience, preferably in KSA, and leadership of large PC departments.
