About the Role

The Senior Federal Pursuits Lead is responsible for steering high‑value, multi‑disciplinary federal pursuits from early strategy through final submission, collaborating with business group leaders, market sector leads, and technical experts. The role demands deep experience in federal procurement, strong pursuit‑strategy skills, and the ability to execute high‑quality proposals under tight timelines. • Lead pursuit teams and develop win strategies, including capture planning. • Coordinate planning, development, and production of proposals and submittals for public‑sector and federal procurements. • Plan and facilitate pursuit meetings; establish schedules, assignment and compliance matrices, and templates. • Conduct proposal kick‑off meetings to align on requirements, roles, and deadlines. • Manage creation of narratives, graphics, fees, and other materials from internal staff and sub‑consultants. • Communicate with proposal participants, track tasks, and mitigate schedule or content risks. • Monitor proposal progress to meet internal deadlines and quality standards. • Contribute to client and pursuit plans, including long‑term positioning strategies. • Research project background, client priorities, and procurement timelines. • Write, format, and edit proposal content for clarity, compliance, and a unified voice. • Develop and apply proposal best practices; identify process improvement opportunities. • Lead end‑to‑end proposal development for smaller pursuits, overseeing document layout and submission. • Create benefit statements, project profiles, and standard materials for proposals and qualifications. • Maintain proposal content libraries in enterprise systems while following governance requirements. • Facilitate pursuit debriefs to identify improvements and assess competitiveness. • Recognize and celebrate pursuit successes and milestones. • Prepare interview materials such as slide decks, leave‑behinds, Q&A, rehearsals, and supporting technology. • Lead proposal quality reviews and participate in formal evaluation processes. • Stay informed of market trends and drivers affecting client pursuits. • Support select pursuits across other business sectors using consistent discipline and best practices. • Lead or collaborate on transportation‑related pursuits where federal experience adds value. • Partner with marketing communications to produce qualifications and collateral meeting branding and strategic objectives. • Coordinate multi‑disciplinary, multi‑office pursuit teams. • Apply structured win strategy and capture planning techniques. • Support proposal processes with heightened governance or review requirements.
