About the Role
The Senior Program Specialist is responsible for developing, implementing, and managing various maintenance programs that support the Maintenance Department. The role may focus on a primary specialty while also providing analyst support, overseeing core department functions, and serving on multiple committees and special projects. Core department functions include preparing for inspection readiness (NSRB, INPO, NRC), generating performance indicators and updating critical data exchanges, maintaining the department website, overseeing knowledge transfer and retention, creating daily Plan of the Day material, owning specific programs such as weld and lifting, coordinating training, and supporting the Management Review meeting package. Analyst duties involve supporting self‑assessments and benchmarking through report reviews, assisting with work‑group evaluations, conducting formal investigations for the Organizational Readiness and Performance Improvement group, tracking departmental actions, and maintaining the Performance Improvement Action Plan. The specialist supports Clean Energy Center committees and programs, such as the New Work Screening Committee, Maintenance Rule Expert Panel, Plant Operating Review Committee, Surveillance Frequency Change Program, Cyber Security Assessment Team, Safety Committee, Foreign Material Exclusion Committee, and Configuration Control Committee. Business analyst responsibilities include contract management (generation, invoicing, performance assessments), developing and tracking departmental budgets, forecasting to aid business operations, and supporting workforce planning initiatives. Additional duties may involve overseeing contract personnel on special projects, acting as a backup Front Line Supervisor, participating in Emergency Response Organization activities, covering departmental call‑outs, and assisting with outage support outside the department. • Develop, implement, and manage maintenance programs for the Maintenance Department. • Coordinate inspection readiness for NSRB, INPO, NRC, and related regulatory bodies. • Generate performance indicators and update Critical Data Exchange inputs. • Maintain department website and oversee Knowledge Transfer & Retention processes. • Create and distribute daily Plan of the Day material and own specific programs (e.g., weld, lifting). • Serve as Department Training Coordinator and support Management Review meetings. • Conduct self‑assessment reviews, benchmarking analysis, and work‑group evaluations. • Track departmental actions and maintain the Performance Improvement Action Plan. • Participate in Clean Energy Center committees such as New Work Screening and Maintenance Rule Panel. • Manage contracts, process invoices, and perform comprehensive performance assessments. • Develop, monitor, and forecast departmental budgets; support workforce planning. • Provide oversight for contract personnel on special projects. • Act as backup Front Line Supervisor and member of the Emergency Response Organization.

What You Bring
Minimum qualifications require a bachelor’s degree with five years of related experience or equivalent combinations of education and experience, along with required access clearances and medical fitness. Preferred qualifications include eight years of utility or related industry experience, corrective action/root cause analysis training, Root Cause Evaluator certification, and knowledge of contract administration and budgeting. • Minimum qualifications: bachelor’s degree + 5 years experience or equivalent; required access and medical clearance. • Preferred: 8 years utility experience, Corrective Action/Root Cause Analysis training, Root Cause Evaluator qualification, contract and budget expertise.
