About the Role
The company is hiring a Senior Cost Manager / Quantity Surveyor to act as the primary client interface on a large‑scale, mission‑critical data‑center program. The role will drive cost planning, reporting, procurement, change control and value‑engineering while ensuring the project is delivered on time, within budget and to high standards. The successful candidate will lead a team, uphold Turner & Townsend’s values and maintain strong stakeholder engagement. • Develop and maintain detailed cost plans and estimates throughout design and delivery phases. • Produce and present monthly cost reports, executive summaries and funding data to stakeholders. • Coordinate cost information from design teams, contractors, subcontractors and vendors for validation and auditing. • Compile built‑cost records for benchmarking and continuous improvement. • Lead procurement strategy, pricing reviews, scope validation and commercial negotiations to achieve fair contract prices. • Manage final accounts and ensure timely agreement. • Own change control process: review, estimate, negotiate and reconcile change orders and post‑contract cost variances. • Support cost risk analysis, scenario planning, contingency management and commitment tracking. • Implement robust cost control systems, including Earned Value Management where applicable. • Integrate cost data with schedule and scope, collaborating with project controls and scheduling teams. • Drive value‑engineering initiatives and cost optimisation based on engineering priorities. • Monitor market trends such as escalation, labour availability and material pricing, providing timely insights. • Serve as primary client interface to ensure objectives are met and service excellence delivered. • Prepare and present executive‑level updates and written comments on contractor submissions. • Ensure compliance with internal Business Management Systems and delivery methodologies. • Mentor and coach junior team members, fostering a high‑performance culture. • Track financial performance, including margin, monthly fee and resource forecasts.

What You Bring
• Bachelor’s degree in Construction Management, Quantity Surveying, Engineering or related field. • 5–7+ years of cost management/project controls experience in mission‑critical environments such as data centers. • Strong knowledge of MEP systems, resilience requirements and large‑scale infrastructure for hyperscale data centers. • Proven expertise in budgeting, financial reporting, cost control systems and Earned Value Management. • Experience developing procurement strategies and managing contractor/vendor commercial contracts. • RICS accreditation or progress toward certification is a plus. • Excellent communication, negotiation and stakeholder management skills. • Strong analytical, problem‑solving abilities with high attention to detail. • Proficiency with industry‑standard cost management tools and software.
