Coordinate environmental compliance tracking, recordkeeping, and reporting for federal, state, and local regulatory and permitting requirements (air, water, and waste).
Serve as a primary technical interface with the Government’s Contracting Officer Representative (COR) and Environmental Manager, providing regular status updates, issue resolution recommendations, and support during inspections or audits.
Lead the on-site environmental engineering support team to deliver all services required under the Environmental Engineering Support Services (EESS) Performance Work Statement (PWS).
Ensure timely incident and spill reporting, including submission of accident/injury and spill incident reports within required timeframes.
Coordinate with BEP WCF stakeholders to support operation and maintenance of the CLC, including the Central Waste Accumulation Area (CWAA), Consolidated Chemical Storage Area (CCSA), Flammable Liquids Storage Building (FLSB), and Solvent Dispensing System.
Assign and monitor staff workload to ensure sufficient coverage during normal operating hours and to meet all reporting and inspection deadlines (daily, weekly, monthly, quarterly, and annual).
Provide technical review and quality assurance for environmental reports, permits, and plans, including waste, air emissions, wastewater, and pollution prevention documentation.
Provide leadership and oversight for safe, clean, efficient, and reliable operation and maintenance of all APCDs (e.g., RTOs, baghouses, cyclones, wet scrubbers) to ensure compliance with permit and regulatory requirements during production operations.
Promote a strong safety culture, ensuring compliance with OSHA, NFPA, and BEP environmental, health, and safety procedures.
Support development and implementation of quality control procedures and ensure adherence to the contractor Quality Control Plan (QCP).
Oversee accurate and timely updates to EMS procedures and documents in support of ISO 14001 certification, including management review preparation and audit support.
Coordinate environmental training development and delivery for production and support departments, including maintenance of training records and rosters.

Bachelor’s degree from an accredited institution in Environmental Engineering, Chemical Engineering, Mechanical Engineering, Environmental Science, or a related field.
This position requires the ability to obtain and maintain a Public Trust (High Risk Public Trust or equivalent) security clearance. Must be a U.S. citizen.
Strong analytical, organizational, and problem-solving skills with the ability to manage multiple concurrent priorities.
Strong leadership and team coordination skills in a technical or industrial environment.
Ability to lift and carry up to 25 pounds occasionally.
Demonstrated ability to manage environmental compliance programs, including reporting, inspections, and recordkeeping.
Ability to walk, stand, and climb stairs or ladders for inspections, and to access APCDs and CLC areas.
Ability to work in both office and industrial plant environments, including exposure to noise, moving machinery, and non-climate-controlled areas.
Excellent written and oral communication skills, including the ability to prepare technical reports and present information to Government stakeholders.
Ability to wear required personal protective equipment (PPE) including hard hats, safety glasses, hearing protection, and respiratory protection when needed.
Experience with operation and maintenance of environmental control systems such as RTOs, wet scrubbers, baghouses, and related mechanical and instrumentation systems.
Familiarity with ISO 14001 EMS requirements and audit preparation.
In-depth understanding of environmental regulations (federal, Texas state, and local) applicable to air, water, and hazardous/industrial solid waste.
Proficiency with Microsoft Office (Word, Excel, PowerPoint, Outlook) and comfort with databases and tracking spreadsheets.
Minimum of 5 years of relevant environmental engineering/compliance or industrial environmental operations experience, including experience in a manufacturing or industrial facility.
Experience leading technical teams or coordinating multi-person technical efforts is strongly preferred.
