Governance Architecture: Lead the development, implementation, and rigorous enforcement of all PMO-level procurement policies, processes, procedures, and sophisticated governance frameworks, ensuring complete compliance with client mandates, corporate ethics, and KSA regulatory law.
Cross-Functional C-Suite Alignment: Collaborate directly with Program Controls, Engineering Directors, Legal Counsel, and Executive Program Leadership to ensure seamless alignment of procurement milestones, cost estimates, and technical specifications across all work streams.
Global Market Intelligence & Risk: Direct deep global and regional market analysis, anticipating supply chain volatility and geopolitical risks, and developing robust strategies across Tiers 1, 2, and 3 to ensure supply resilience.
Contractual Oversight & Change Control: Provide expert, final-level direction for contract finalization and handover. Offer strategic technical expertise for the review, commercial analysis, and resolution of high-value claims, change orders, and schedule impact analyses.
Strategic Sourcing Leadership: Design, champion, and execute a cohesive, multi-year procurement and contracting strategy fully integrated with the Program Master Schedule, budget baselines, and advanced technical requirements.
Value Optimization Mandate: Drive a culture of proactive value engineering and cost optimization through innovative contracting models and rigorous commercial appraisal, establishing best-in-class value for the client.
High-Stakes Negotiation: Personally lead and finalize complex, high-value commercial and contractual negotiations with Tier 1 international Main Contractors, Vendors, and Strategic Partners to secure optimal commercial terms and maximum value.
Executive Performance Reporting: Design and implement Key Performance Indicators (KPIs) and metrics for the procurement function. Prepare and present high-level, data-driven performance dashboards and analytical reports to the Client and Senior Management on overall procurement status, risk exposure, and market trends.
Experience: Minimum 20 years of progressive, strategic procurement, and contracting leadership experience.
Education: Degree Qualified in Engineering, Construction, Business or any other related field.
Regional Expertise: Extensive experience managing large-scale procurement and contracting operations in the Kingdom of Saudi Arabia (KSA), with deep familiarity with local regulatory requirements and contribution to Vision 2030 objectives.
PMO Expertise: Mandatory and demonstrated executive experience operating within a highly structured Project Management Office (PMO) or Program Management Consultant (PMC) environment.
