The Director of Preconstruction will oversee all estimating operations, including cost preparation, proposal closeout, submittals, and ancillary functions for both public and private projects. This role manages a team of 5‑10 estimators, ensures compliance with corporate estimating practices, and coordinates project budgets and job control setup. Reporting to the Vice President of Estimating, the position is based in one of William Charles Construction’s offices across Illinois, Indiana, Missouri, or Arizona.
The Director will supervise estimating staff assignments, conduct estimate reviews, assess risk, and manage bid closeout and submittals. Responsibilities also include developing preliminary budgets, tracking opportunities in Salesforce, creating post‑bid budgets, leading preconstruction handoff meetings, and maintaining ongoing engagement with projects throughout their lifecycle.
- Oversee estimating staff assignments, reviews, risk assessments, bid closeout, and submittals.
- Prepare and own overflow estimates when staff capacity is limited.
- Monitor project opportunities, develop preliminary budgets, and coordinate go/no‑go decisions with VP and regional managers.
- Manage opportunity tracking in Salesforce.
- Create post‑bid budgets and set up projects in ERP systems.
- Lead preconstruction handoff meetings with Operations teams.
- Conduct weekly estimating schedule, progress, and proposal review meetings.
- Ensure diversity compliance in collaboration with the Diversity Department.
- Identify critical issues, summarize risk exposure, and quantify cost impacts.
- Develop innovative value‑engineering strategies.
- Communicate effectively with clients, engineers, subcontractors, and suppliers.
- Present accurate estimates to Executive Management for decision‑making.
- Train, mentor, and collaborate within a team‑oriented environment.
- Maintain engagement with projects throughout their lifecycle.
- Build regional business relationships and participate in networking and client programs.

Ideal candidates hold a Bachelor’s degree in Civil Engineering, Construction Management, or a related field, or possess equivalent experience, and bring 10‑15 years of heavy civil construction estimating expertise—particularly in earth moving, underground utilities, and structural concrete/bridge work. Prior experience managing an estimating team at a senior level, strong analytical skills, and proficiency with tools such as Bid2Win, HCSS, and Microsoft Office are essential.
- Bachelor’s in Civil Engineering, Construction Management, or related field (or equivalent experience).
- 10‑15 years heavy civil construction estimating experience, focusing on earth moving, underground utilities, and structural concrete/bridge.
- Experience with large‑scale DOT and municipal hard bids, especially INDOT, and private market pursuits.
- Prior management of an estimating team at Chief Estimator or Estimating Manager level.
- Familiarity with alternative delivery methods (Design‑Build, CMGC, P3) a plus.
- Strong attention to detail, organization, and analytical/mathematical abilities.
- Ability to prioritize, schedule, and manage time for self and team.
- Proficiency with Bid2Win or HCSS; Microsoft Office; experience with Viewpoint Vista, Primavera P6, Bluebeam, Salesforce, AgTek, AutoCAD a plus.
