PROJECT LEAD TRANSPORTATION SERVICES

Description

The Project Lead will join the Capital Projects & Program Unit to support the planning, programming, and prioritization of multimodal complete‑street and other transportation initiatives, including the Cycling Network Plan, Vision Zero Road Safety Plan, Missing Sidewalk Program, and RapidTO Bus & Streetcar Priority Plan. Reporting to the Manager, Senior Project Manager, or Senior Engineer, the incumbent will provide research, CADD, GIS, traffic operations, demand modelling, or safety analysis as needed and embed transportation‑justice, equity, diversity, and inclusion goals into all work.

The role requires extensive collaboration with internal divisions, external agencies, elected officials, consultants, and community groups, preparing briefing materials, staff reports, and tender documents, and representing the division at meetings and public consultations. The Project Lead will also act as a resource on divisional activities, manage contracts, and ensure high‑quality outcomes in a complex municipal environment.

• Support program managers in planning, programming, and prioritizing multimodal complete‑street and related transportation projects from feasibility through implementation.
• Conduct research and analysis on transportation topics, legislative changes, best practices, and emerging technologies.
• Manage contracts and coordinate with internal/external stakeholders to deliver high‑quality project outcomes.
• Prepare briefing materials, staff reports, presentations, and tender documents for senior management and City Council.
• Develop and maintain relationships with other units, divisions, agencies, elected officials, consultants, and community groups.
• Represent the division at meetings, public consultations, and technical working groups.
• Ensure integration of transportation‑justice, equity, diversity, and inclusion principles into project work.

Requirements

• Apply post‑secondary education or equivalent experience in transportation planning, urban design, civil engineering or related fields.
• Demonstrated experience delivering complex, multidisciplinary transportation or infrastructure projects under tight deadlines.
• Strong problem‑solving, project coordination, and independent judgment skills.
• Excellent oral and written communication abilities, including presentation delivery and conflict resolution.
• Ability to interpret and apply relevant legislation and technical standards (e.g., AODA, Highway Traffic Act, Ontario Traffic Manual).
• Proficiency with Microsoft Office; asset skills include traffic simulation software, GIS platforms, and CAD design tools.
