The Energy Marshal is the primary onsite authority responsible for controlling, coordinating, and overseeing all electrical energization, de‑energization, and Lockout/Tagout (LOTO) activities on the Cedar Rapids data‑center project. This role ensures that equipment start‑ups, breaker operations, and energization sequences are managed safely, consistently, and in accordance with Hays Electrical Services’ Energy Control Program, NFPA 70E, OSHA standards, and project‑specific protocols. The Marshal maintains strict control over energized work boundaries, access, safety planning, documentation, communication flow, and coordination with commissioning teams, the electrical contractor, and the general contractor.
As the authoritative onsite control point for all energization and LOTO activities, the Energy Marshal protects personnel, equipment, and project integrity during the most risk‑sensitive phase of electrical construction. Through disciplined process control, rigorous documentation management, and close coordination with commissioning and construction stakeholders, the role ensures the project executes all energization activities safely, consistently, and to the highest technical standard.
Key responsibilities include leading the implementation of the project’s energization and LOTO governance program, developing and updating the project‑specific energization safety plan, and ensuring completion of arc‑flash documentation, protective‑device coordination studies, and labeling before equipment is placed in service. The Marshal coordinates planning with the general contractor, commissioning leadership, and the electrical contractor’s Energy Marshal, facilitates readiness meetings, and manages documentation such as PTPs, LOTO plans, schedules, and QA/QC records. Daily duties involve maintaining up‑to‑date single‑line diagrams, breaker schedules, energized equipment postings, and LOTO tracking boards, verifying LOTO procedures, staffing, and lock installation, and conducting pre‑start and end‑of‑day inspections to confirm safe conditions. The role also provides field presence, controls access to energized spaces, communicates high‑risk conditions, leads coordination meetings, validates worker credentials, and serves as the primary liaison among Hays Electrical Services, the general contractor, commissioning agents, the electrical contractor, and client representatives.
The position requires at least seven years of electrical construction experience with medium‑voltage and low‑voltage systems, hands‑on knowledge of NFPA 70E, OSHA 1910/1926 electrical safety, and LOTO programs, and the ability to read single‑line diagrams and coordination studies. Candidates should have prior experience as an Energy Marshal, Electrical Foreman, Commissioning Lead, Start‑Up Electrician, or a similar role, preferably in mission‑critical or data‑center construction, and possess relevant certifications in NFPA 70E, LOTO, or MV/LV energization. A licensed Journeyman or Master Electrician is preferred but not required.
