Aviation Maintenance Facilities Services Program Manager

Manages Seattle's airport, seaport, and real estate, driving regional economic growth.
Manage aviation maintenance facilities services programs and contracts, overseeing IoT Smart Facilities solutions and capital projects at the airport.
You will partner with contractors to collect and analyze data, establish KPIs, benchmark performance, and share insights with internal and external stakeholders.
You will identify technical, operational, and regulatory requirements for programs and projects, evaluate risks, and develop accurate budgets aligned with division objectives and departmental goals.
Safety Requirements – You will be required to comply with all work rules, safety, and Personal Protective Equipment (PPE) requirements.
Work Environment – This position requires visiting the ramp, curbside, parking garage, and airport outlying buildings to assess areas and manage current technology contractors or safety programs, where you may be exposed to areas of high noise and various hazardous materials.
You will maintain conformance with AV Facilities & Infrastructure (F&I) architectural standards and coordinate with AV F&I and Port Engineering to develop and improve existing standards.
You will manage current Facilities Services (FS) programs by conducting site audits, submitting work orders, and collaborating on standard updates to maintain program effectiveness and compliance.
You will serve as Maintenance Manager/Leader outside regular business hours when needed.
You will prepare business cases, project justifications, and commission memos, advocate for project funding and approvals, and present projects to the Commission for authorization.
You will control inventory levels, submit purchase requests, and work with CPO to procure assets in alignment with Port procurement policies.
Work Schedule – Your normal work schedule will be Monday – Friday, 8:00 a.m. to 5:00 p.m. (40 hours per week). Slightly more flexible start and end times are available in this role. You may be required to work any and all assigned shifts, including weekends and holidays. You may be required to work during emergencies. This position is required to be on call and during major incidents or events that occur at the airport that can be time sensitive, critical, and volatile, e.g., snow events, crowd control and flight delays due to system down, protests, or cyber-attack, customer experience in terminal, etc. You may be called on to be onsite for a prolonged period working, i.e., 12-hr shifts, to serve in any capacity the situation requires including serving as Deputy Chair for AVM branch during Snow Events.

Leader – You have strong leadership and facilitation skills to align diverse stakeholders and influence cross-functional teams. You manage contracts, negotiate effectively, and address contractor performance issues with confidence.
Proficient – You have strong expertise in facilities planning and project management, including goal setting, concept development, cost estimating, design, and implementation. You understand Smart Facilities applications, contract and financial management, CPI, and sustainable airport operations, along with key design concerns and relevant engineering, architectural principles, and aviation regulations.
Washington State Residency Requirement – Employees must establish a residence in Washington state within 30 days of their first day of employment and must maintain a residence in Washington State during their employment with the Port of Seattle. If a position is eligible to telework, work performed while teleworking must be performed in Washington State.
Desired – We hope you have a bachelor’s degree in business or Facility Management. We hope you are a certified Project Management Professional (PMP), American Association of Airport Executives Certified Manager (CM) or Facility Management Professional (FMP).
Experienced – You have five (5) years of experience in project management, contract management, and/or building facility management.
Security Requirements – As the successful candidate, you must pass a Transportation Security Administration (TSA) background check as well as a criminal history background check with the Federal Bureau of Investigation (FBI). Your employment will be contingent upon obtaining a Port of Seattle ID badge upon clearance.
Efficient Communicator – You possess excellent verbal, written, and technical writing skills. You effectively present business cases and complex information to diverse audiences.
Technically Skilled – You have strong proficiency with key software tools including Bluebeam, Fulcrum, PowerPoint, Word, Excel, Publisher, Visio, Tableau, and MS Project. You leverage these programs to support project planning, tracking, and reporting.
Decision-Maker – You independently solve problems and ask critical questions to guide decision-making. You communicate clearly with stakeholders and implement solutions aligned with organizational priorities and senior leadership.
