Observes and documents Contractor’s construction progress and material installations for conformance with the Contract Documents, approved submittals, and applicable permit requirements.
Tracks Contractor’s physical progress, production, and schedule.
Performs quality assurance activities and monitors Contractor’s quality control. Develops and maintains Quality Control logs documenting dates, locations, tests, and results.
Work in accordance with OSHA safety standards to maintain regulatory compliance.
Mentors and trains field technicians in regards to CQA field responsibilities and execution methods used to support construction of solid waste disposal facilities, heavy civil development projects, and regulatory certification requirements.
Reviews and prepares daily field reports (DFRs).
Manages and coordinates staffing coverage for multiple concurrent project sites.
Assists in the review of technical submittals and substitution requests.

Knowledgeable in the procedures for Construction Materials Testing (CMT) of soils, concrete and geosynthetics, including interpreting results of field and laboratory tests.
Ability to pass a pre-employment employment drug screening.
Ability to work legally in the United States.
Ability to pass a background check, which may include criminal history and motor vehicle records.
10+ years of relevant experience in landfill and heavy civil construction, including Construction Quality Assurance (CQA) of geomembrane liners.
Experience managing, leading, and coordinating a team of field technicians.
OSHA 30-hour safety course.
Demonstrated collaborative approach to construction contract management.
Ability to lift and carry construction materials and equipment up to 60 pounds.
Geomembrane liner testing certification.
Construction inspection experience on projects involving earthwork, cast-in-place concrete, geosynthetics installation, and pipe and utility systems including High-Density Polyethylene (HDPE) fusion welded pipe and materials.
Minimum Associates Degree in Construction Management or a science based program or equivalent field experience.
Good written and verbal communication skills.
VDOT soils and aggregate compaction testing.
Position may require travel to project sites throughout the United States.
Experience with geomembrane liner testing and reporting.
