Subcontract Technical Rep - Coatings

Description

• Exercises professional judgment within the framework of broad guidelines provided by superiors. Providing direction to subcontractors, construction office technical or clerical personnel.
• Monitoring and inspecting the subcontractor’s quality of work, validating subcontractors installed quantities and monthly progress payments and invoices.
• Initiates requisitions for field purchases
• Primarily interfacing with specialty coatings subcontractor, but may be expanded to other scopes
• Ensures zero accident philosophy and requirements are implemented and adhered to by craft and others when in the operational area, and tools and equipment are in safe condition and operated safely.
• May participate as the Construction representative during the formation and bid, evaluate, and award phases of assigned subcontracts, and monitoring the subcontractors work processes to ensure adherence to the principles of the Integrated Safety Management System to ensure health and safety of the worker, and quality, productivity, and consistency of the workplace.
• Performing surveillances and inspections of subcontractors’ work to confirm compliance with subcontract requirements, monitoring subcontractor submittals and coordinating project review of same, and coordinating with the Engineering and when applicable, the subcontractors design entity for Engineer Procure and Construct (EPC) subcontracts.
• Prepares construction drawings and sketches.
• Monitoring subcontractor force account and time and management reports and coordinating subcontractor’s activities with work performed by others.
• Develops firm understanding of system and area scoping and drawings required for package development.
• ProjectKnowledge of Bechtel’s “Zero Accidents” safety program.
• Coordinates subcontract execution and scheduling needs with Project Controls, Lead STR and/or Area Team.
• Manages and coordinates Subcontractor Construction Work Packages (CWPs) to support subcontract activities in the field.
• Interface with Lead STR, the direct hire team and other team members; serve as a focal point for coordination of work by assigned subcontracts.
• Coordinates reviews of subcontractor submittals,
• Prepares quantity takeoffs of field purchased material and equipment.
• Facilitates planning construction methods and procedures.
• Reviews and approves inspection test plans,
• Overall planning, coordination and scheduling of subcontractor work.
• Verifies commodities on quantity tracking systems or other computer database systems as required.
• Manages subcontract-specific Condition Reports including creating Corrective Action Plans and participating in Casual (apparent/root) Analysis.

Requirements

• Must be physically able to conduct field inspections and participate in project walk-downs which may require the following activities: extensive walking in and around a construction site, climbing ladders, climbing scaffolding, using fall protection and other personal protective equipment (PPE), walking on elevated platforms, walking on uneven surfaces, and maneuvering around very small and/or confined spaces
• Proactively considers continuous learning or show interest to pursue appropriate learning activities
• Requires bachelor's degree (or international equivalent) and 5-8 years of relevant experience or 9-12 years of relevant work experience.
• NACE (or similar) specialty coatings certification a plusKnowledge and experience of DOE and/or commercial nuclear construction projects is preferred.
• Must be able to complete a pre-employment drug screen and background check, including verification of employment, education and travel.
• Knowledge and experience of DOE, DOD and/or commercial nuclear construction projects is desired.
• The candidate should have a good working knowledge of current specialty coatings codes and standards.
• Must have working knowledge of the Bechtel Standard Work Processes Procedures (SWPPs) and the related Bechtel Standard Application Programs (BSAPs).
• Previous experience managing Construction/Subcontract field design changes.
• Candidates should be self-starters, highly motivated, requiring little supervision, and able to work well in a team environment.
• Familiarity with nuclear quality and commercial practice standards is desired
• Recent experience in field engineering and/or managing a Bechtel civil type subcontract at a major EPC
• Must be a US Citizen.
• Operates with considerable latitude, exercising independent judgment and utilizing construction knowledge and experience in the resolution of typical questions and problems which may arise.
