Assists with the development of the construction schedule

Maintains historical pricing information
Supports other department personnel as required
Leads the Preconstruction phase effort and coordinates with the Project Director and Lead Estimator
Leads the pricing strategy effort, along with the proposal leader, and ensures the proposal team is clear on strategy and expectations
Trains Preconstruction personnel
Manages cost tracking during Preconstruction
Leads and coordinates the Preconstruction Team
Participates in developing responses to Requests for Proposals (RFP) or Requests for Qualifications (RFQ) submissions
Leads estimate, constructability, and value engineering reviews
Responsible for pricing clarifications
Participates in design review meetings. Leads and directs the design team during Pre-Construction. Monitors scope, cost, constructability, etc. during design development. Review design options and recommend the best solution based on cost, engineering quality, or availability of materials
Reviews proposal milestone dates with the pricing team and tracks individual progress. Responsible for timeliness of estimate completion and communication to proposal leader
Develop bid packages, manage subcontractor/vendor participation, bid level, and evaluate market pricing
Build and maintain subcontractor and vendor relationships

7 years of estimating experience with a preferred concentration in water/wastewater construction
Knowledge of industry-standard bid practice, with design-build & CMAR delivery methods
Experience in estimating, scheduling, budget/cost control, field supervision, financial reporting, client relationship, computer skills, interpersonal skills
Strong organizational and leadership skills
Water & Wastewater Construction experience
Demonstrated success in managing preconstruction pursuits
Bachelor of Science Degree in accredited construction-related curriculum, such as Civil Engineering, Construction Management, or equivalent
Demonstrated success in managing construction projects/phases
Ability to develop and/or manage the development of detailed estimates from conceptual to final design
Excellent written and verbal communication skills
Demonstrated success in managing support staff
Ability to train others and monitor their work for quality and completeness
