Builds and drives competency/training program to drive the quality culture and processes across the project.
Manages the auditing and assessments to verify the effectiveness of the quality system/program/plan.
Review project schedules for quality-related activities to ensure timely and effective implementation of the quality assurance program/plan
Develop, review, and approve the project quality program/plan, managing arrangements for key milestones to demonstrate solid progress against the established QMS
Performing Royal Commission audits of technical service consultants.
Identify quality issues, initiate documented actions, and verify the effectiveness of implemented solutions. Manage the implementation of the corrective action tool and drive core quality program initiatives

Contributes to continuous improvement of core programs to improve project execution efficiency and performance.
Defining and implementing quality system tools and procedures to support work processes
Quality control reviews of key department deliverables (i.e. engineering input to technical services and construction contracts, addendums, consultant scopes of work, design change notices, field change documents etc.)
Oversee the project corrective action system and processes, analyzing quality data and metrics/KPIs to ensure process health is adequate for planned and future work. Initiate documented actions and verify the effectiveness of solutions

Experience in construction
Minimum 13 to 15 years experience in civil engineering or related discipline, experience in infrastructure or related industry encompassing activities associated with engineering, procurement, and construction of critical products, projects or services.
Strong technical writing skills (ability to write clear and concise procedures/ work instructions).
Demonstrate leadership in a team-based environment.
Ability to perform in-depth of QA/QC checking on documents such as design packages, design change notices (DCN), engineering scopes of work and field change documents.
Experience in reviewing design packages, reviewing and approving shop drawings and technical submittals and responding to technical queries.
Experience with the effective implementation of standardized technical documentation across multiple Engineering offices.
Understanding of the roles played by other departments on projects including basic construction practices and the economics involved.
Previous experience in carrying out AE Consultant Audits.
Minimum 3 years experience in a leadership position.
Able to work in a culturally diverse environment.
Experience with creating training plans / training material and delivering training to engineering staff and consultants.
Licensed / registered as a Professional/Chartered Engineer or equivalent.
BS/MS degree in an Engineering discipline.
Experience with Quality Management Systems based on ISO 9001 standards as applied to engineering design.
Minimum 3 years experience as an engineering group supervisor or equivalent in managing a small group (at least 5 engineering staff).
Excellent written and verbal communication skills and interpersonal skills.
Knowledge of engineering software applications as related to the design of civil infrastructure.
Familiar with industry standards and codes.
