GSI is seeking a Deputy Program Manager to support a portfolio of over 50 projects, focusing on schedule integration, performance tracking, and acquisition optimization. The role provides comprehensive program management support for a large government customer, delivering Owner Agent Construction Management Services such as program management, construction management, risk management, scheduling, cost estimating, progress reporting, quality assurance, and safety.
The Deputy Program Manager will deliver engineering, construction, contracting, and environmental support to assist the Government in program management and delivery of its construction project portfolio. Responsibilities include project planning, scheduling, cost estimating, design review, constructability analysis, value engineering, risk management, acquisition strategy, contracting, and environmental compliance. The role also supports development and implementation of program‑level strategies, policies, and procedures to ensure consistent, efficient execution across the portfolio. Additionally, the manager will develop project scopes, conduct detailed cost estimates, perform design and constructability reviews, and advise the client on improving design quality, reducing costs, and minimizing risks.
Candidates must hold a bachelor’s degree in Project Management, Engineering, Business Administration, or a related field and have five to seven years of project management experience, preferably supporting large‑scale federal construction projects. The position requires strong organizational abilities, proficiency in gathering information for research taskers, and the capacity to assist with administrative project support tasks.
Preferred qualifications include familiarity with government initiatives, a PMP certification or equivalent, experience with construction management processes and tools, and knowledge of standard business processes in the construction industry. A passion for learning and applying innovative technologies is valued. The role requires a favorable fingerprint check and a Tier 1 investigation to obtain a DoD CAC. The position is based in Norfolk, VA, with a mix of on‑site work and telework, expecting at least 75 % in‑person presence.
