The incumbent provides expert guidance, analytical support, and policy development for complex real estate actions, including military property transfers, prospectus‑level leases, and development projects, while supporting both immediate and long‑range space‑planning needs.
The specialist coordinates with GSA, military entities, state and local agencies, and private‑sector partners while preparing high‑value technical documentation such as prospectuses, use permits, licenses, scopes of work, housing plans, briefings, and assignment memoranda.
- Develop and evaluate policies, methods, procedures, criteria, and guidance for real estate actions.
- Plan, direct, implement, and administer acquisition, termination, construction, renovation, repair, and management projects.
- Serve as principal liaison with GSA, military branches, state/local governments, and private‑sector partners.
- Research, analyze, and evaluate interrelated project activities, programs, and management practices to monitor performance.
- Prepare rent estimates and maintain leasing documentation in Archibus.
- Develop housing plans, point papers, options analyses, and briefing materials.
- Create standards and guidance to improve lease procurement practices.
- Advise stakeholders and senior leadership on complex real estate issues, policy interpretation, and strategic planning.
- Obtain and maintain a Federal or DoD Secret security clearance (active Secret preferred).

The Realty Specialist role is a senior technical authority on real property acquisition, leasing, and portfolio management for the Department of State, requiring up to 10% travel and an active Secret clearance.
