The role encompasses complete project ownership, from conceptual design through construction documentation, budgeting, and schedule monitoring. The incumbent will lead multidisciplinary teams, coordinate with stakeholders and sub-consultants, and ensure delivery of resilient, cost-effective drainage solutions.
- Manage and design local flood control and roadway drainage projects, including hydrologic/hydraulic analyses.
- Prepare studies, technical reports, construction plans, specifications, and cost estimates for transportation projects.
- Interface with federal, state, and local agency clients.
- Ensure compliance with AASHTO, FHWA, NEPA, USACE, DOT stormwater guidelines, and QA/QC protocols.
- Support client relations, stakeholder management, and sub‑consultant coordination.
- Conduct and coordinate project stakeholder meetings.
- Collaborate with office management and project managers to allocate resources.
- Assist in proposal development and deliver oral presentations.
- Lead project teams of engineers, technicians, and support staff to complete projects.
- Oversee project schedules, budgets, invoicing, and work plans.
- Maintain strong relationships with public agencies and municipalities.
- Provide strategic technical leadership on drainage and stormwater design.
- Deliver innovative, resilient, cost‑effective solutions from project inception to completion.

Horrocks is seeking a Professional Engineer to serve as a Senior Drainage Engineer and Project Manager within its Transportation department. This full-time position is based in Phoenix, Arizona, reports to James Monroe, and offers a salary range of $105,000 to $150,000 per year.
Successful candidates will hold a civil engineering degree and a Professional Engineer license, with five to fifteen years of hydraulic design experience and familiarity with transportation and flood-control agencies. Proficiency with industry-standard software and DOT specifications, combined with excellent communication and organizational skills, is essential.
- Bachelor’s degree in civil engineering from an accredited institution.
- 5–15+ years of hydraulic design experience, including roadway drainage, flood control, erosion and water control facilities.
- Experience and relationships with transportation and flood control agencies preferred.
- Proficiency with Bentley ProjectWise, MicroStation, OpenRoads Designer, AutoCAD Civil 3D, HEC‑1, HEC‑HMS, Power InRoads SS2, HEC‑RAS, HY‑8, FlowMaster, StormCAD, CulvertMaster, and related software.
- Familiarity with DOT standard plans/specifications and plan preparation guide/drainage manual.
- Knowledge of local, regional, state, and federal planning procedures, standards, and design criteria.
- Excellent written and oral communication skills.
- Strong interpersonal and customer service abilities.
- Self‑motivated, organized, and detail‑oriented.
