The Central Office Planner (Network & Fiber Access) will design, deploy, and optimize network equipment and fiber‑access infrastructure within central office facilities, supporting IP, transport, and fiber access networks including OLT‑based architectures. The role ensures efficient space utilization, high availability, and IOF diversity across Central Office‑to‑Central Office environments while coordinating builds, augmentations, and migrations with engineering teams and vendors.
- Design, configure, maintain, and troubleshoot routers, switches, OLTs, aggregation platforms, and transport systems.
- Support GPON, XGS‑PON, IP/MPLS, carrier Ethernet, VoIP, and distributive split fiber technologies.
- Plan and execute Central Office‑to‑Central Office OLT architectures and interconnections.
- Coordinate builds, augments, and migrations with engineers, IOF groups, and vendors.
- Manage relay rack layouts, floor space planning, power distribution, and equipment placement.
- Lead augment projects to expand network capacity and fiber access coverage.
- Implement IOF diversity strategies to ensure redundancy and resiliency.
- Perform turn‑up, testing, validation, and acceptance of new network and fiber services.
- Monitor network performance, alarms, capacity, and troubleshoot outages.
- Oversee DC power systems, including power plants, rectifiers, batteries, and generator interfaces.
- Execute planned maintenance, upgrades, and migrations with minimal impact.
- Maintain accurate documentation: diagrams, rack elevations, fiber assignments, and inventory.
- Ensure compliance with safety regulations, company policies, and industry standards.

Candidates must hold an associate’s or bachelor’s degree in a related field and bring 3‑7+ years of experience in a central‑office telecommunications environment. Required expertise includes IP networking, routing, switching, fiber access architectures, hands‑on OLT platforms, rack layout management, and IOF diversity planning, together with strong troubleshooting and documentation skills.
- Associate’s or bachelor’s degree in Telecommunications, Network or Electrical Engineering (or equivalent experience).
- 3–7+ years of experience in a network telecommunications central office environment.
- Strong knowledge of IP networking, routing, switching, and fiber access architectures.
- Hands‑on experience with OLT platforms and fiber access deployments.
- Experience managing relay rack layouts and network augments.
- Understanding of IOF infrastructure, diversity planning, and redundancy models.
- Proven troubleshooting skills in high‑availability network environments.
- Preferred: experience with GPON, XGS‑PON, DWDM, and IP/MPLS core networks.
- Preferred: vendor/industry certifications such as CCNA/CCNP, MEF, or FOA.
- Preferred: automation or scripting skills for network provisioning and monitoring.
- Key competencies: strong coordination, vendor management, multi‑project handling, and detail‑oriented infrastructure planning.
