Environment, Health and Safety Manager

The HSE Manager is responsible for developing, implementing, and maintaining health, safety, and environmental management systems to ensure compliance with local laws, client requirements, and company policies. The role ensures a safe working environment across all construction sites and promotes a culture of safety among employees, subcontractors, and stakeholders.

• Ensure safe work permits (PTW) are issued, monitored, and closed as per procedure.
• Develop and deliver HSE training, toolbox talks, and awareness campaigns for staff and subcontractors.
• Liaise with authorities and external auditors for inspections and approvals.
• Lead accident/incident investigations, prepare root cause analysis reports, and implement corrective and preventive actions (CAPA).
• Maintain incident/near-miss registers and analyze trends to prevent recurrence.
• Maintain HSE documentation such as safety plans, method statements, risk assessments, and emergency response plans.
• Develop and test emergency response plans for fire, medical, and environmental incidents.
• Conduct regular HSE audits and inspections across construction sites.
• Prepare weekly/monthly HSE reports for management and clients.
• Ensure first aid kits, fire extinguishers, and emergency equipment are available and functional.
• Ensure compliance with UAE Federal and Emirate-specific HSE regulations, as well as client/project-specific requirements.
• Ensure employees are competent to perform their tasks safely (certifications, licenses, and skills verification).
• Develop and implement the company’s HSE policies, procedures, and programs in alignment with ISO 45001, ISO 14001, and local regulations.
• Identify hazards, assess risks, and implement control measures.
• Coordinate with site engineers, project managers, and subcontractors to address safety concerns promptly.
• Conduct daily/weekly site HSE walkthroughs with site teams and ensure compliance.

• In-depth knowledge of HSE laws, codes of practice, and construction safety standards.
• Certifications: NEBOSH IGC / IOSH Managing Safely / OSHA 30-Hour or equivalent mandatory
• Strong leadership and communication skills to drive safety culture.
• Education: Bachelor’s degree in Engineering / Environmental Science / Occupational Health & Safety or equivalent.
• Ability to train, motivate, and influence site teams and subcontractors.
• Excellent analytical, investigative, and problem-solving abilities.
