The role involves creating procurement strategies aligned with transit and rail project objectives and public sector guidelines, executing sourcing, tendering, evaluation, and contract award activities for material, equipment, and service packages, and ensuring competitive bidding and compliance with procurement laws and project requirements.
Key duties include drafting and implementing management plans, registers for change orders, extensions of time, subcontract status, and payments, as well as creating approval workflows under the Delegation of Authority and developing standard templates for contracts and subcontracts.
The administrator will directly manage high‑value, critical, and complex subcontract packages, assess subcontractor progress claims and invoices, compile accruals with the Project Controls Team for monthly forecasts, and work closely with delivery partners, subcontractors, and stakeholders to foster a strong understanding of contract requirements.
Additional responsibilities include mentoring the project team to increase commercial awareness, supporting finance audits, assisting with external dispute resolution, reporting lessons learned, collaborating with legal teams, and ensuring compliance with the Construction Act, company policies, and quality, safety, and completion requirements.
Candidates should have 7+ years of experience in senior contract administration, quantity surveying, project management, or contracts procurement on large civil construction projects, proficient drafting skills, strong commercial acumen, excellent time‑management abilities, and advanced MS Excel knowledge, with JD Edwards, Aconex, or ProCore experience considered an advantage.
