Portfolio Lead – Buildings
Napier City Council
Provides and manages Napier’s local infrastructure, facilities and services across civic and community functions.
Strategic oversight and coordination of Napier City Council’s building project portfolio, ensuring projects are aligned with long-term Council objectives and efficiently resourced.
Support change adoption across teams and ensure projects meet compliance, procurement, and reporting standards.
Drive continuous improvement in delivery frameworks, tools, and practices, ensuring high-quality, timely, and efficient project delivery.
Provide strategic oversight and coordination of Napier City Council’s building project portfolio.

Skilled in procurement, NZS3910 contract management, budget oversight, and risk management, with experience reporting to governance levels.

Proven experience for a minimum 7 – 10 years, managing complex capital works portfolios or large-scale building/infrastructure projects, ideally in local government or the public sector.
Strong understanding of building asset management, project delivery processes, and lifecycle management of civic or community infrastructure.
Familiarity with project delivery methodologies (Agile, Waterfall, or hybrid) and EPMO frameworks.
Desirable: postgraduate qualifications or certifications (PMP, MSP).
