  • Provide leadership, direction, and oversight across all technical, commercial, and operational aspects of the assigned Runways & Airfield package.
  • Serve as the primary interface between Parsons, the client, and contractors, ensuring effective communication, coordination, and execution.
  • Lead and coordinate multidisciplinary project teams, including engineering, procurement, and construction professionals.
  • Promote a culture of technical excellence, collaboration, safety, and innovation throughout the project lifecycle.
  • Develop and manage project execution strategies, aligning with program goals, KPIs, and compliance requirements.
  • Monitor overall progress of works, identifying risks and implementing mitigation strategies to maintain budget and schedule.
  • Manage change orders, scope adjustments, and contract negotiations as required.
  • Ensure design and construction works conform to ICAO, FAA, and local regulatory standards.
  • Report regularly to senior management and stakeholders on performance, progress, and key issues affecting delivery.
  • Prepare and oversee the implementation of key project documents, including the Project Execution Plan, Health and Safety Plan, Quality Assurance/Quality Control Plan, and Environmental Plans.

  • Proven experience in managing complex, multi-package construction projects in the aviation sector.
  • Ability to develop relationships within a multi-organizational environment while promoting a collaborative and proactive project culture.
  • Familiarity with digital project delivery tools, such as BIM and common data environments.
  • Minimum 20 years of experience in engineering and construction of large-scale infrastructure projects, with significant exposure to airport runway and airfield development.
  • Ability to lead and inspire multidisciplinary teams in a fast-paced and high-pressure environment.
  • Experience working in the GCC or similar international mega-project environments is preferred.
  • PMP or equivalent project management certification is required.
  • Advanced knowledge of project controls, risk management, and value engineering principles.
  • Strong leadership capabilities, with the ability to manage large project teams and interface confidently with senior client representatives.
  • Professional accreditation such as Chartered Engineer (CEng) or equivalent is highly desirable.
  • Strong knowledge of runway and taxiway construction techniques, airfield lighting, pavement engineering, and airside operational constraints.
  • Fluency in English (Arabic is an advantage).
  • Excellent communication and stakeholder engagement skills for technical reporting, client presentations, and high-level coordination.
  • Strong understanding of construction contracts, commercial management, and cost control.
  • Bachelor’s Degree in Civil Engineering, Construction Management, or a related field from a recognized university (Master’s Degree is preferred)
