Under the general direction of the Disaster Recovery Multifamily Housing Programs Branch Chief (Staff Services Manager III), Division of Federal Financial Assistance (DFFA), the Housing and Community Development Specialist (HCDS) II / Staff Services Manager II/Specialist is independently responsible for conducting high-level complex research, collection, and analysis of programmatic and housing data, as well as development of program plans, materials, regulations, and policy recommendations for federally funded disaster recovery housing programs.

The Disaster Recover Branch, which is within DFFA, is primarily responsible for the design and implementation of federally funded housing, infrastructure, social service, economic development, planning, and mitigation programs including the development of program policies and procedures detailing the use and requirements of federal funding programs, funding recommendations, and fund disbursement.

HCD conducts pre-employment background checks on all new to HCD or returning to HCD candidates. This position requires a background check to be conducted in California and cleared prior to being hired.

Under California Government Code Section 14200, this position is eligible for hybrid teleworking and may be eligible for full-time remote work in some circumstances and/or time-periods, at the sole discretion of the Department. Telework-eligible applicants must reside in California. Headquarter location will be designated based on the selected candidate's primary residence location. This is subject to change if HCD's criteria are met.

Benefits

$7,276.00 - $9,107.00

Note: Effective July 1, 2025, a 3% salary reduction is in place under the Personal Leave Program (PLP), with 5 hours of Personal Leave Credit earned monthly in exchange. This program is subject to change based on union agreements and state budget policy.

New to State candidates will be hired into the minimum salary of the classification or minimum of alternate range when applicable.
