Manage and administer department functions including operating budgets, staffing, salary reviews, work assignments, performance evaluations, etc.

Provide technical assistance in negotiating contracts, change orders, etc., as required

Experience in full estimating lifecycle from take-off to bid review
Fluency in HCSS Heavy Bid Software is required
Experience with heavy civil and utility construction including public works (airport, transit and bridges), gas and electrical transmission, energy plant construction is preferred
Advanced management or technical training preferred
Ability to travel to NJ, NYC and CT when needed
Established relationships with vendors and subcontractors within the NJ, NYC, and CT region
Must have knowledge of construction contracts
Excellent organizational, supervisory, decision-making and problem-solving skills are essential
A thorough knowledge of corporate objectives impacting estimating, estimating strategies and techniques is required
S. in civil engineering or equivalent combinations of technical training and/or equivalent experience
