Establish and enforce world‑class operational safety standards and procedures, especially for high‑speed signaling systems (ETCS Level 2), ensuring compliance with national and international rail regulations and managing risk assessments.
Develop end‑to‑end operational strategy, including optimal train timetables, route capacity planning, and rolling stock and crew utilization to maximize service frequency and efficiency.
Lead technical oversight during integration, testing, and commissioning of critical systems such as the Operations Control Centre, communication systems, and automatic train control, ensuring seamless transition to commercial operation.
Implement a robust framework for monitoring KPIs on punctuality, reliability, and service quality, analyze data to diagnose issues, and drive continuous improvement initiatives.
Author, review, and approve operational documentation (SOPs, rule books, emergency response manuals) aligned with semi‑high‑speed environments and industry best practices.
Design and implement comprehensive emergency plans, lead immediate response and investigation of major incidents or severe service disruptions, minimizing downtime and passenger impact.
Oversee the operational readiness program, define competency frameworks, develop specialized training modules, and certify all operational staff (train controllers, drivers, station personnel) before commercial launch.

Hold an engineering degree (or equivalent) with fluent English; postgraduate qualifications considered advantageous.
Minimum 20 years of experience in rail‑based passenger transit systems, including at least 5 years in a Chief Operations Expert or equivalent role.
Completed at least one eligible assignment as Chief Operation Expert for a continuous period of two years or more.
Minimum 3 years of international experience on projects with operational speeds of 160 km/h or higher in high‑income countries.
Experience covering civil structure construction, system installation, detailed design or proof‑checking, bid management, project and interface management, construction supervision, and testing & commissioning for high‑speed or mass rapid transit systems.
