Description

• Manage project planning and development, covering engineering, construction, technical support, bidding, scheduling, budgeting, funding, grants, prioritization, and closeout.
• Review and interpret complex design and construction budgets, schedules, and costs for scope, timeline, and budget compliance.
• Supervise project planners to develop scope, schedule, and budget aligned with stakeholder goals.
• Create funding strategies that leverage state match grants, private grants, and nonprofit partnerships.
• Conduct value engineering to mitigate cost overruns.
• Prepare executive reports and propose new projects for stakeholder review.
• Oversee financial closeout, ensuring final documentation and reports meet funding source guidelines.
• Serve as liaison for closed‑out projects involved in litigation and provide documentation for depositions.
• Evaluate program strengths and recommend improvements to reporting and processes.
• Resolve technical issues for architects, engineers, and junior project managers.
• Coordinate development of policies, procedures, and funding policies for construction programs.
• Update construction specification guidelines and ensure their implementation.
• Lead community and stakeholder meetings, summarize agendas, and distribute progress reports.
• Mediate conflicts among project staff, assist with dispute resolution, and support change order negotiations and contract reviews.

Requirements

The position is a full‑time role with the Los Angeles Unified School District, seeking an experienced program management professional to oversee complex capital programs in a public or educational agency setting. The ideal candidate brings expertise in scope development, budgeting, scheduling, funding strategies, and financial closeout while managing multiple projects under a single program. This role requires analytical, collaborative, and solutions‑oriented skills to guide project teams, resolve technical and financial issues, communicate with stakeholders and the community, and ensure compliance with funding, policy, and performance requirements.

Candidates must have at least ten years of paid professional experience in program and project management, including a minimum of four years managing programs within a public or educational agency, and a bachelor's degree in architecture, engineering, construction management or a related field (or equivalent experience). Preferred credentials include a California Architectural Registration, Professional Engineer license, Construction Manager (CCM) certification, and LEED Professional Accreditation. The role demands strong leadership, stakeholder engagement, and the ability to drive program improvements and compliance.
