Tasks
As the central point of coordination between design, construction, utilities, and systems activation, the Technical Director oversees the delivery of all technical scopes from early-stage design through final commissioning. This position ensures that project objectives are achieved with technical rigor, operational efficiency, and full compliance with contract obligations, safety standards, and all applicable regulatory approvals. The Technical Director serves as the senior technical authority and cross-disciplinary coordinator on a large-scale civil infrastructure project. This role is responsible for leading all technical functions throughout the project lifecycle, including design development, design-build integration, utility relocation, and testing & commissioning, ensuring alignment between technical requirements, constructability, regulatory compliance, schedule, and stakeholder expectations. -Lead the overall strategy and implementation of testing and commissioning efforts. -Oversee the integration of QA/QC procedures and safety-by-design principles throughout all stages of design and construction, working closely with HSE and quality teams. -Identify, evaluate, and mitigate technical and design risks, resolving conflicts before they affect cost or schedule. -Facilitate design coordination meetings and lead resolution of technical inquiries (RFIs, NCRs, field directives). -Support project leadership by providing technical advice on scope, schedule, and cost impacts of design decisions. -Represent the project in high-level technical meetings with public agencies, permitting authorities, and stakeholders. -Act as the primary technical liaison, coordinating across internal design teams, construction management, subcontractors, vendors, utility owners, city agencies, consultants, and transit authorities (e.g., MTA) to ensure full alignment of technical deliverables and resolve implementation conflicts in real time. -Promote innovation and best practices in underground works, utilities, ground support, and systems integration. -Provide constructability reviews during all stages of design, ensuring engineering solutions are practical, cost-effective, and properly sequenced. -Provide strategic oversight in the evaluation and execution of tunneling methods (e.g., EPB TBM, SEM, drill-and-blast, ground freezing, jet grouting), ensuring they align with ground conditions, risk profiles, and urban constraints. -Mentor and provide technical guidance to engineering managers, designers, and construction teams to build project-wide technical excellence. -Lead and manage the design process, including review and approval of drawings, specifications, and calculations, ensuring compliance with contract requirements, environmental codes, and safety standards. Align design milestones with procurement, construction, and commissioning activities while monitoring design change impacts on scope, budget, and schedule. -Lead urban impact mitigation strategies, including traffic control, utility relocation, structural protection of existing infrastructure, and stakeholder engagement in dense metropolitan environments. -Coordinate commissioning activities across civil, electrical, and mechanical teams. -Participate in procurement activities, including subcontractor selection, proposal preparation, and contract reviews. -Oversee design phase budgets and schedules, monitoring design freeze milestones and aligning with procurement and construction timelines. -Implement robust quality control protocols for all technical deliverables, ensuring compliance with contract, industry, and regulatory requirements. -Capturing and disseminating lessons learned to inform continuous improvement and risk reduction on current and future tunnel works. -Ensure system readiness and functional integration for handover to the owner.

What You Bring
This position is based in New York, NY, and requires daily presence in the office and/or on construction sites. -Strong understanding of design, procurement, and construction integration on complex transit or heavy civil projects. -Strong understanding of geotechnical engineering, mixed-ground tunnel boring machines (TBMs), and underground station construction. -Requires working in outdoor weather conditions. -Minimum physical exertion, such as walking, lifting, standing for long periods, bending, or reaching, may be required. -Bachelor’s degree in Civil, Mining, or Geotechnical Engineering; Master’s preferred. -Requires the ability to physically operate standard office equipment, i.e., laptop, phone, keyboard, mouse, etc. -Requires visual ability to perform tasks: preparing and analyzing data, plans, drawings, and outlines; viewing a computer; and extensive reading. -Experience with project budgets exceeding $500 million. -Demonstrated relevant project, design, and construction management experience on projects of a similar nature, size, and complexity, including mixed ground TBM work and design-build experience. -15 years of experience in heavy civil infrastructure with at least 10 years in tunnel project leadership. -Proficiency in construction documentation, scheduling software, and document control systems. -Must be able to remain in a stationary position for long periods. -Professional Engineer (PE) license is required; advanced geotechnical or tunneling certifications are preferred. -Exceptional communication, negotiation, and leadership skills with the ability to represent the Design-Builder to external stakeholders.
