Reporting to the Manager of the Engineering Transit Review Unit, the Engineer will plan, coordinate, direct, and perform technical reviews and administrative processing of construction proposals for transit programs that affect the City of Toronto. This includes applying expert knowledge in the design and construction of water, wastewater, and stormwater conveyance systems to ensure compliance with regulatory requirements, City standards, specifications, and policies from application through construction completion and handover.
Leveraging extensive municipal and development engineering experience, the Engineer will review engineering drawings, studies, reports, and contracts to verify adherence to City policies, standards, and bylaws, provide detailed comments, and negotiate final requirements. Responsibilities also include coordinating comments and sign‑offs across City works departments, securing necessary permits and approvals, reviewing permits for compliance, and advising on land requirements linked to municipal servicing.
In a leadership capacity, the Engineer will lead multi‑disciplinary project teams, supervise assigned staff, and ensure effective teamwork, high work quality, and continuous learning. The role requires strong communication skills to maintain links with other City units, prepare Council reports and briefing notes, and liaise with councillors, the public, consultants, government agencies, developers, contractors, and other stakeholders.
Additional duties involve administering securities and financial matters related to applications, overseeing inspection and enforcement activities, assisting the manager with procedural reviews, preparing budget estimates, and evaluating the performance of external service providers regarding quality, timelines, cost, and task completion.
The Engineer will represent the Division at public and stakeholder meetings, serve as a technical specialist at project, committee, and tribunal hearings, and act as an expert witness when required. Ongoing responsibilities include researching best practices, corporate policies, legislation, and initiatives from other jurisdictions to support continuous improvement.
Key qualifications include a post‑secondary education in civil engineering (or equivalent), registration as a Professional Engineer (P.Eng.) in good standing with the Association of Professional Engineers Ontario, and extensive experience with municipal linear infrastructure design and construction. Candidates must possess a valid Ontario Class G driver’s licence, knowledge of the Occupational Health and Safety Act and asset‑management principles, and the ability to interpret engineering plans, conduct studies, and develop effective solutions.
