Engage with key subcontractors and suppliers to obtain competitive pricing and validate the scope for all M&E components.
Analyze contract documents, project drawings, and specifications to produce detailed take-offs and pricing for all M&E elements relevant to transit and rail infrastructure.
Maintain knowledge of current industry standards, transit regulations, and technological advancements in railway M&E systems.
Lead M&E estimating activities from conceptual design through to final bid submission, supporting both new construction and major rehabilitation projects.
Participate in bid reviews, clarifications, and negotiations as a subject matter expert for M&E cost elements.
Support value engineering and life-cycle cost analyses to optimize system designs and project budgets.
Prepare comprehensive cost estimates for rail, mechanical, and electrical systems, including, tunnel ventilation, fire/life safety, station MEP system, traction power, substations, distribution, track, OCS/third rail, lighting, communications, signaling, SCADA and rail electrification.
Assess and quantify project risks and opportunities specific to the transit/rail environment, including operational constraints and regulatory requirements.
Coordinate closely with engineering, project management, and procurement teams to ensure thorough understanding of project scope, technical requirements, and operational impacts.
Mentor junior estimators and provide technical guidance to the estimating team.

Strong proficiency in estimating tools and software (e.g., HCSS HeavyBid, Sage Estimating, CostX, RS Means, Bluebeam, Excel).
Strong Knowledge of project management methodologies, performance metrics, and reporting standards.
In-depth knowledge of transit-related M&E systems, including traction power, signaling, station systems, and code compliance (e.g., FRA, NFPA, NEC).
Excellent analytical skills and attention to detail.
Bachelor’s degree in Mechanical or Electrical Engineering, Construction Management, or related field (or equivalent experience).
Effective communication and collaboration skills, with experience working in multidisciplinary teams and the ability to brief senior leadership and external stakeholders.
Ability to work independently, prioritize tasks, and meet critical deadlines.
Professional certifications (e.g., AACE, PMP, PE, or equivalent) are advantageous.
Familiarity with Amtrak processes, federal procurement standards, and FTA/FRA requirements is preferred.
10–15 years of estimating experience with a proven track record in rail systems, mechanical and electrical systems for rail, transit, or large-scale infrastructure projects.
