GSI seeks a Senior Environmental Specialist to lead risk mitigation across a large government program and construction management effort. The role involves coordinating with stakeholders and contractors, implementing environmental protection plans, and ensuring compliance with federal, state, and local regulations while spending extensive time onsite monitoring conditions and contractor activities.
Key duties include developing and implementing environmental management plans, coordinating with regulatory agencies and municipalities, scheduling and supervising environmental surveys and compliance inspections, and providing oversight to ensure contractors hold all required permits. The specialist will also oversee the preparation of environmental reports and represent GSI in meetings concerning environmental approvals and stakeholder concerns.
The position requires a comprehensive NEPA compliance strategy, identifying the appropriate level of review—such as Categorical Exclusion, Environmental Assessment, or Environmental Impact Statement—for each government action. Responsibilities include preparing programmatic EAs, conducting detailed analysis of the first phase of the facilities master plan, engaging the public, drafting notices, and coordinating with agencies like the EPA, USFWS, and the State Historic Preservation Office. Preparation of NEPA documentation such as Notices of Intent, Findings of No Significant Impact, and Notices of Availability is also essential.
Candidates must hold a Bachelor’s degree in Environmental Science, Engineering, or a related discipline and possess at least ten years of experience preparing NEPA documentation, conducting environmental analyses, and coordinating with federal, state, and local agencies. Proven expertise in NEPA compliance strategy, programmatic EAs, first‑phase analysis reports, and agency consultation is required, along with a record of leading multiple project teams to achieve NEPA compliance across construction portfolios.
Desired skills include deep familiarity with environmental standards, procedures, and approval processes, as well as experience coordinating permitting and construction compliance monitoring. Excellent written and oral communication abilities and a thorough knowledge of industry practices and regulations are also expected.
The role requires a favorable fingerprint check and completion of a tier‑1 investigation to obtain a DoD Common Access Card. The position is based in Washington, DC, with a mix of onsite work and telework, though at least 75% of time must be spent in person.
