Senior Cost Manager / Quantity Surveyor - Data Center Construction

Description

The firm is hiring a Senior Cost Manager / Quantity Surveyor to act as the day‑to‑day client interface for a large‑scale, mission‑critical data centre programme. The role is responsible for delivering value‑added cost management, ensuring the project is completed on time, within budget and to the highest standards while maintaining strong governance and commercial rigor. The successful candidate will lead cost planning, procurement, change control and value‑engineering activities, and will mentor junior staff while embodying Turner & Townsend’s purpose, values and vision.

• Develop and maintain detailed cost plans and estimates throughout design and delivery phases.
• Produce and present monthly cost reports, executive summaries and funding data to stakeholders.
• Coordinate cost information from design teams, contractors, subcontractors and vendors for validation and auditing.
• Lead procurement strategy, pricing reviews, scope validation and commercial negotiations to secure fair contract prices.
• Manage final accounts and ensure timely agreement of contracts.
• Own change control process, including review, estimation, negotiation and reconciliation of change orders.
• Support cost risk analysis, scenario planning, contingency management and commitment tracking.
• Implement robust cost control systems, including Earned Value Management where applicable.
• Integrate cost data with schedule and scope, working closely with project controls and scheduling teams.
• Drive value‑engineering initiatives and cost optimisation based on engineering priorities.
• Monitor market trends such as escalation, labour availability and material pricing and provide timely insights.
• Serve as the primary client interface, delivering service excellence and meeting client objectives.
• Mentor and coach junior team members to foster a high‑performance, one‑business culture.
• Oversee financial management including margin tracking and monthly fee/resource forecasts.

Requirements

• Hold a bachelor’s degree in Construction Management, Quantity Surveying, Engineering or related field and 5‑7+ years of cost management experience in mission‑critical environments.
