Ensure Client and Worley Work breakdown Structure’s (WBS) are adhered to while quantifying and inputting work.
Provide strong technical written support in identifying and compiling technical and commercial exceptions/clarifications which will be reviewed with the project team and submitted with final proposals to clients.
Review and support quantity checks for all aspects of the estimate.
Complete basis of estimate document (internal and external), detailing out all aspects of the estimate and all methodologies used in its preparation.
Review all RFP documentation and have a thorough understanding of the Proposal and all submission requirements.
Review, present and discuss estimate details with clients in various scenarios of estimate requirements such as EPC projects during DBM, FEED, or detailed engineering phases, and/or competitive bid.
Develop bid cycle schedules to support proposals by itemizing all deliverables from all aspects of the works and ensuring timelines are met.
Coordinate with all members of the proposal team from multi-discipline estimators, supply chain, operations, project controls, etc. to provide deliverables in a timely fashion and ensure proposals are completed and submitted on time.
Organize and lead proposal kickoff meetings, progress meetings and all estimate review meetings.
Review and support the preparation of proposal documentation with the proposal team and ensure completeness and accuracy prior to submission of proposals.
Complete all client price breakdown requirements to support the proposal.
Complete final estimates using Worley templates and incorporating all aspects of the proposal requirements such as Direct and Indirect labour, Construction Equipment, third party subcontractors, vendors material pricing, and any and all other requirements.
Liaise with Operations group (i.e. Construction Managers, Project Controls, etc.) to present key elements of the estimate which will influence the development of a bid schedule and project execution plan that is accurate, achievable and meets owner’s requirements.
Present scope of work, estimating methodologies and detailed cost estimates to senior leadership team for approval.
Document, track, and log all post tender correspondence and budget revisions.
Support all supply chain requirements by establishing detailed vendor and third party subcontractor scope documentation along with detailed reviews and evaluations for recommendations on successful proponents.
Lead, mentor and train junior/intermediate estimators and provide feedback on performance improvements as required.
Prepare material takeoffs as required to support the estimate for piping, steel, mechanical, civil, etc.
Ensure sound, well defined quantity-based budgets are developed utilizing RFP documentation such as SOW, drawings, MTO’s, 3D models, project specifications, etc.
Lead and oversee all aspects of assigned proposals and be an effective contributor to the proposal bid team.

Able to take the lead on conventional proposals with a complete RFP package, as well as conceptual estimates where information is limited.

10+ years of experience as a senior estimator in an industrial environment.
Supervisory and mentorship experience.
Knowledge of mechanical industrial construction within field and mod yard locations.
Demonstrate strong attention to detail.
Strong verbal communication and technical writing skills.
Proven competency in the operation of key office software and productivity tool such as: MS Office, NAVIS Works, Adobe Reader, Excel.
Ability to coordinate activities to meet requirements in a timely fashion.
