The incumbent will lead the development and implementation of detailed plans, policies and procedures that support program‑specific requirements. Responsibilities include supervising and motivating staff, managing day‑to‑day operations, overseeing budgeting and expenditure control, and ensuring compliance with municipal, provincial and federal procurement and financial regulations.
Key duties involve coordinating the division’s annual Procurement Plan, managing RFQs, RFTs, RFPs and low‑value quotations, administering purchase orders, contract accounting and vendor invoicing, and producing regular KPI and ad‑hoc reports for senior leadership. The role also serves as the primary liaison for procurement matters across internal and external stakeholders and delivers training and process‑improvement initiatives.
Candidates must hold a post‑secondary diploma or degree in business administration, purchasing, finance or a related field and bring extensive experience in public‑sector procurement, SAP Ariba or similar financial systems, and staff supervision. Preferred credentials include CPPO, CPPB or SCMP certification, and strong analytical, communication and customer‑service skills are essential.
