The senior leadership role was created to strengthen operational capability and align services with the Council’s 2050 Vision. It will guide a modern, sustainable, community‑focused city by advancing excellence across infrastructure service delivery.
The position oversees critical infrastructure services, managing multidisciplinary teams that include roads, parks, facilities, fleet, and emergency management. The leader will drive safety, efficiency and innovation while supporting emergency response and commercial partnerships.
- Lead operational service delivery across roads, footpaths, drainage, parks, open space, facilities, fleet, depot and store operations.
- Ensure safe, efficient and sustainable maintenance of all infrastructure assets.
- Oversee procurement and lifecycle management of fleet, plant and equipment.
- Act as Council’s Local Emergency Management Officer and support emergency response activities.
- Drive continuous improvement through innovation, performance metrics and best‑practice frameworks.
- Provide strategic advice to senior executives and elected representatives.
- Build strong relationships with internal and external stakeholders to support service delivery.
- Lead, mentor and develop service managers to foster a high‑performance culture.
- Manage budgets, resource planning and compliance with legislation and WHS requirements.
- Oversee commercial partnerships and ensure service level agreements are met.

The ideal candidate brings 5‑8 years of senior experience in infrastructure services within local government or similar sectors, complemented by strong strategic planning, stakeholder engagement and change leadership skills. A relevant bachelor’s degree and a current Class C driver’s licence are required, along with deep knowledge of legislation and WHS compliance.

- Deep understanding of relevant legislation and WHS compliance.
- Bachelor Degree in Civil Engineering, Land Management, Parks, Business, or a related field (with relevant leadership experience).
- Current Class C Driver’s Licence.
- Participation in Council’s Motor Vehicle Scheme (discussed with successful applicant).
