Head of Pre-Construction

Urban&Civic is seeking a Head of Pre-Construction to lead the technical, commercial, and strategic delivery of pre-development activities across our expanding portfolio. Reporting to the Group Director of Project Management, this role will oversee due diligence, risk assessment, planning strategy, and technical coordination to bring complex, large-scale sites from feasibility through to delivery readiness.

• Lead and develop a high-performing pre-construction team, promoting collaboration, innovation, and sustainability.
• Lead all pre-construction activities, including technical and commercial due diligence, consultant procurement, feasibility assessment, and cost planning.
• Manage financial control, forecasting, and reporting through all pre-construction phases.
• Develop planning and delivery strategies to secure sustainable consents and support Local Plan allocations.
• Coordinate multi-disciplinary design and technical teams covering transport, utilities, drainage, landscape, ecology, and infrastructure.
• Oversee commercial and contractual frameworks, including consultant and contractor appointments, tenders, and cost management.
• Provide strategic technical input to development, land acquisition, and stakeholder engagement processes.
• Ensure compliance with Health & Safety and CDM regulations, and promote best practice in risk management.

You are a strategic, technically proficient professional with significant experience in large-scale mixed-use or infrastructure-led developments. Skilled in planning, design coordination, and commercial management, you bring a balance of technical expertise, leadership, and the ability to navigate complex stakeholder environments

Flexible. London or U&C Project located office - Travel to the other regional offices is encouraged and at times there would be requirement for business travel (costs of business travel covered by the Company)
