Description

The Program Manager leads joint‑venture governance, ensures compliance with SBA Mentor‑Protégé requirements, and collaborates with business development and proposal teams to qualify and pursue opportunities. They also oversee capability material development, startup readiness, contract administration, status reporting, and represent QGS in client and partner engagements.

• Coordinate joint‑venture governance, meeting cadence, documentation, and decision tracking.
• Serve as central liaison between QGS stakeholders and JV partners to align roles and communications.
• Ensure compliance with SBA Mentor‑Protégé requirements and federal contracting expectations.
• Verify JV eligibility and provide necessary inputs for capture and proposal teams.
• Support business development in opportunity sourcing, qualification, pipeline reviews, and pursuit prioritization.
• Develop and maintain JV capability statements, past‑performance narratives, partner resumes, and differentiators.
• Manage startup and execution readiness, including project controls setup and partner onboarding.
• Collaborate with Finance and Contracts for compliant contract setup, invoicing, and audit‑ready documentation.
• Track and report JV status, issues, and actions; escalate risks and drive resolution.
• Facilitate lessons learned and standardize repeatable processes for joint‑venture execution.
• Represent QGS in client meetings, teaming events, and partner engagements.

Requirements

Quanta Government Solutions is seeking a Program Manager – Small Business Program (Joint Ventures – SBA Mentor‑Protégé) in the West or East Operations department. The role, based remotely across several southeastern states, is exempt and reports to matrix interfaces such as Construction Operations, Safety/Quality, Finance, HR, IT/Cyber, Legal/Compliance, and Preconstruction. The Program Manager will lead governance, compliance coordination, and performance oversight of SBA Mentor‑Protégé joint ventures, working with business development, capture, contracting, and delivery teams to identify, qualify, and execute joint‑venture opportunities in federal environments.

The ideal candidate has 10+ years of program management experience with federal government relationships, especially the Department of Energy, and proven experience with SBA Mentor‑Protégé or small‑business joint‑venture structures. A bachelor's degree in public administration, business, engineering, or a related field is required, with PMP certification expected within 12 months, and the ability to obtain a federal security clearance. Strong interpersonal, communication, leadership skills, and experience in matrix organizations and construction project management are also essential.
