Quanta Government Solutions is seeking a Program Manager – Small Business Program (Joint Ventures – SBA Mentor‑Protégé) in the West or East Operations department. The role, based remotely across several southeastern states, is exempt and reports to matrix interfaces such as Construction Operations, Safety/Quality, Finance, HR, IT/Cyber, Legal/Compliance, and Preconstruction. The Program Manager will lead governance, compliance coordination, and performance oversight of SBA Mentor‑Protégé joint ventures, working with business development, capture, contracting, and delivery teams to identify, qualify, and execute joint‑venture opportunities in federal environments.
The ideal candidate has 10+ years of program management experience with federal government relationships, especially the Department of Energy, and proven experience with SBA Mentor‑Protégé or small‑business joint‑venture structures. A bachelor's degree in public administration, business, engineering, or a related field is required, with PMP certification expected within 12 months, and the ability to obtain a federal security clearance. Strong interpersonal, communication, leadership skills, and experience in matrix organizations and construction project management are also essential.
